Background :

The Federal Republic of Somalia has received financing from the African Development Bank toward the cost of Strengthening Institutions for Economic Policy Management and Infrastructure Development Project (SIEPMID) and intends to apply part of the agreed amount for this grant to make payments towards the contract for the AML/CFT Coordinator for the Strategic Economic Unit of Institutional Capacity Strengthening for Improved Economic Policy Analysis, Implementation and Coordination.

The Ministry of Finance is seeking for AML/CFT Coordinator who will be an integral part of the Minister’s Office and will work under the general oversight of the Minister. The Coordinator/Liaison will be involved in a range of functions that support the Minister in the leadership and administration of all the activities of the National Anti-Money Laundering Committee (NAMLC). A key element will be to work closely across the government with the members of the NAMLC to coordinate, monitor and evaluate relevant policies, laws and regulations.

The AML/CFT Coordinator will be under the Ministry of Finance and the main activities will be to provide Advice to the Minister in close coordination with the Director of the Financial Reporting Centre (FRC) and NAMLC members on the development of strategies, policies and implementation of Somalia’s AML/CFT regime; identify and address AML/CFT related issues and bottlenecks and initiate corrective actions in liaison with relevant parties and ensuring follow-up actions; monitor the delivery of all internal and external commitments including commitments to the International Financial Institutions on Anti-Money Laundering and Financing of Terrorism Laws, policies and agreed actions; and represent the Ministry in intergovernmental meetings on AML/ CFT behalf of the Minister

The Ministry of Finance now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
