Role and responsibilities

Generic responsibilities

  • Support the HLP AoR of Somalia Protection Cluster in keeping up with the Protection Cluster approaches, processes and practices.
  •  Support and/or facilitate the day-to-day operational and technical activities of the HLP AoR at sub-national level.
  • Coordinate with state and local partners, organizing and facilitating meetings and forums, support to state and local level HLP working groups, in line with the guidance of the Somalia Protection Cluster HLP AoR Coordinator.
  • In exercising his/her responsibilities, the Subnational HLP AoR Coordinator is expected to represent the interests of all partners impartially.
  • Compliance and adherence to NRC policies, ICLA core competency tools, handbooks, and guidelines.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent HLP AoR in relevant forums/cluster/working groups.
  • Promote the rights of IDPs, returnees and refugees in line with the advocacy strategy.

Specific responsibilities 

A non-exhaustive list of responsibilities includes the following, at state and area level:

  • Coordinate subnational meetings, forums, and other joint events for the subnational HLP Working Groups and ensure consistent and responsible implementation, including timely organization of the events, effective communication with partners, and logistical arrangements are in place.
  • Manage all the information pertaining to meetings, seminars, forums and other joint events, including the development and updating of an inclusive and transparent members’ list, as well as calendars, meeting`s minutes, consolidating 5W matrix and activities reports, together with the relevant data on HLP at state and area level
  • Revitalize and support the functioning of all subnational level HLP working groups by facilitating the development of a calendar of events for each working group and supporting consistent implementation.
  • Maintain a comprehensive directory of all HLP state and area level activities, plans, and documents.
  • Work with the ICLA Specialist and Area Managers and ICLA Coordinators on strategic areas of thematic development related to HLP
  • Identify and engage with state and local authorities, relevant humanitarian agencies and subnational operating clusters working at its level of responsibility, CSOs and CBOs, private sector stakeholders in order to facilitate effective collaboration and communication.
  • Ensure that all routine reporting obligations are delivered on a timely basis and other ad-hoc requests for information related to the HLP state and local activities are responded on a timely basis.
  • Participate of the Inter-Cluster Coordination Group meetings at state level, contributing to the development of reports and advocacy statements, as well as to the annual Humanitarian Needs Overview and Humanitarian Response Plan developments.
  • Identify needs, propose, develop contents and materials concerning capacity development activities for civil society, local authorities and private sector representatives at state and area level, in collaboration with local ICLA teams and Area Managers.
  • Contribute to the development of the state and local (area) level HLP strategy and workplan, and lead the implementation thereof, together with the Area Managers and ICLA Teams
  • Perform other related duties as required.

Competencies 

1. Professional competencies 

  • Undergraduate degree (equivalent of a BA/BS) in Law, Political Science, Economics, International Relations, Business Administration, Social Science or related fields. A Master’s degree is preferred.
  • Minimum 5 years of relevant prior experience within the humanitarian sector, specifically coordination or a solid protection background.
  • Excellent English language and communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
  • Proven experience in training facilitation and other capacity-building initiatives, including developing training materials.
  • Cultural awareness, sensitivity, and ability to adapt to contextual realities.
  • Excellent representation and networking skills
  • Strong negotiation, diplomacy, communication, and representation skills. The ability to navigate personalities and build consensus is an asset.
  • Ability to work under pressure, deliver quality results, and maintain consistency in an environment with heightened insecurity.
  • Ability to meet performance expectations in an insecure, psychologically stressful, and culturally diverse environment with considerable physical hardships.
  • Demonstrates transparency, credibility, openness, and a high level of professionalism.
