Context:

HI has been operating in South Sudan since 2006, implementing humanitarian and development actions aimed at promoting the rights, safety and quality of life of vulnerable populations, particularly persons with disabilities, mental health problems and functional limitations across the country. HI’s current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2020, HI will continue to implement interventions in these areas, whilst transitioning to post-emergency and recovery programming.

At present, the total mission portfolio is approximatively 5 million euros. The main donors of the mission are DFID, UNHCR, SSHF and Luxembourg Ministry of Foreign Affairs. The mission currently employs 12 international and 106 national staff, working from the coordination office in Juba, field offices in Yei, Torit, Yambio and a mobile response team covering multiple locations across the country. HI is intending to expand to former Unity State to address the humanitarian needs of the population in the coming year.

 

Description:

Under the responsibility of the Operations Manager, as Livelihood Technical Specialist, you will contribute to the implementation of the HI mandate and the operational strategy of HI SOUTH SUDAN program, in the field of Livelihood. You will ensure optimal quality and impact of the projects implemented in the country through a delegation system with appropriate control mechanisms.

You will have functional technical supervision over other technical positions that support Livelihood projects in the 4 regions of South Sudan. You will also provide technical follow up of consultants, in your sector of expertise, to ensure they align with HI technical framework.

The main technical needs are:

  •  Consolidate/further develop the capacity of national staff and partners in disability inclusive livelihood project;
  •  Support innovation (within HI intervention) with focus on intervention that support self-employment in non-traditional value chains and that collaborate/support social businesses
  •  Improve HI visibility as expert in inclusive livelihood sector

    In this part your main 3 objectives will be:

  •  Expertise: you will bring technical expertise in each project you will work: guide and define technical standards based on international guidelines, HI policy paper on Inclusive Employment and livelihood and technical divisions’ strategies (STRATECH). You will ensure relevance of technical practices in project under implementation, design stage of new projects and strategy development. You will also harmonize practices within South Sudan facilitating exchanges, lessons learnt and support between projects and professionals, and potential mutualisation of relevant HR (consultancies, training, etc…). You will also lead or support the development of technical documents and tools and support situation analysis and researches. You will promote and contribute to inter-sectorial activities, especially linking Livelihood projects with Protection and Health projects. You will contribute to mainstream HI Disability, Gender, Age Policy and protection principles in Livelihood projects.
  •  Influence: you will create effective network with other technical actors in South Sudan and support missions to foster partnerships.
  •  Business Development: you will be up-to date on the last international practices and directions and opportunities in the area of livelihood, and will use it to guide South Sudan programme towards new and more relevant and efficient technical programming (South Sudan and International). You will ensure relevance of technical practices at project design stage and on strategy development.

 

Profil:

  • You hold a degree in relevant field
  •  You have minimum 5 years of experience in international development or post crisis environments, in technical livelihood advisory and project management positions
  •  You have strong strategic analytical skills, capacity to establish clear frameworks, rules and limits and know adapting communication to an intercultural environment and remotely
  •  You like working in a team and in network
  •  Proven experience of working with persons with disabilities would be an asset
  •  You are fluent in English (oral and written)

Specifics :

A capital, Juba, with major presence of INGOs and UN, basic but acceptable leaving conditions (generator, water tanks, basic roads…) and high cost level.
Rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict.
The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.
This position requires regular travels (around 40% of the working-time) within South Sudan, including conflict-affected areas.
