Over 80 years ago, Albert Einstein helped create the International Rescue Committee. Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. In December 2013, a new armed conflict erupted and the security situation remains volatile and unpredictable; testing operational challenges abound. IRC South Sudan operates a country office in Juba along with programs in Central Equatoria, Lakes, Unity, and Northern Bahr el Ghazal across 8 field sites. IRC South Sudan implements emergency and longer-term programs in health, community case management, nutrition, environmental health, economic recovery and development, women’s protection and empowerment and protection.
 

Position Summary :

IRC is seeking a Director of Recovery and Resilience (DRR) for a USAID-funded three-year education project in South Sudan to support education services and life skills for conflict-affected populations. The DRR will provide technical oversight of all program deliverables, ensuring high quality outcome-oriented results, rigorous monitoring and timely reporting. The role will also involve monitoring and support to the work of partners and sub-awardees, building of local capacity, and engagement with relevant stakeholders. This position is contingent upon funding and approval from USAID. 
 

Job Responsibilities :

  • Provide technical leadership and oversight of all aspects of the intervention, including monitoring, evaluation and learning, curriculum development, teacher training and professional development, social and emotional learning, and livelihoods and employability training ;
  • Advise on evidence-based and appropriate adaptations to project implementation to ensure achievement of project goals ;
  • Regular communication and coordination with the Chief of Party and key home office staff on technical and project management issues ;
  • Manage the education team and strengthen the technical capacity of staff to implement high quality education programs ;
  • Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper implementation and monitoring of project activities ;
  • Produce inputs to monthly, quarterly, semi-annual and annual reports for the Chief of Party and USAID, as needed.

 

Profil :

  • Advanced degree (PhD or MA) from an accredited university in M&E, education, international development or related field preferred (or additional relevant experience) ;
  • At least ten years’ experience managing education programming, with at least five years of experience with work specifically in crisis or conflict-affected contexts is required, preferably in East/Central Africa and South Sudan ;
  • Knowledge of emergency and humanitarian standards including INEE, Sphere, and others ;
  • Significant prior experience with education systems strengthening, age-appropriate learning, alternative or non-formal education and civil society is required ;
  • Experience in technical tools and materials development, monitoring and evaluation in relation to education is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired ;
  • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders ;
  • Strong communication skills, both oral and written ;
  • Fluency in English required.
