REQUST FOR EXPRESSIONS OF INTEREST (REOI) – Consulting Firm

The Government of the Republic of Sudan has received grant from the African Development Fund towards the cost of Policy Support to Preparation for Debt Relief Strategy, and intends to apply part of the agreed amount of this grant to payments under the contract for preparing Sudan’s Long-Term Development Vision (2022 -2040). The overall objective of this consultancy is to assist the Government of Sudan to develop Sudan long term vision for the period 2022-2040, called “Sudan 2040”. The Vision 2040 will cover a 19-year time frame of building block in line with the government planning to global development agendas – Sustainable Development Goals (SDGs) and the Agenda 2063 of the African Union (AU 2063).

The services included under this consultancy are:

  • Carry out a desk review of relevant strategic/policy documents, plans and programs, and relevant knowledge work at national and regional levels;
  • Document progress made in implementing Sudan’s National Development Plans and results achieved to inform lessons learned
  • Provide an in-depth strategic orientation of the Sudan Vision 2040;
  • Provide a sound analysis to establish the alignment between the Sudan National Development Plans, UN Sustainable Development Agenda 2030 and AU Agenda 2063, as well as other international and regional environmental agreements that the country has ratified;
  • Lead and facilitate the work of the national team to develop the Sudan 2040 including but not limited to the following:
  • Reviewing the vision and mission statement;
  • Support the work of the internal Technical Working Groups (TWGs);
  • Undertaking a situation analysis of the country during the period 2012-2020 including the review of the institutional capacity, organizational set-up, financial and administrative systems and the identified strategic goals, objectives, key result areas, Key Performance Indicators;
  • Through a consultative process and application of an appropriate tool of analysis, identify focus areas, long term goals, strategic objectives, key result areas and Key Performance Indicators for the National Development Commission; To this end, the consultancy firm canorganize in addition to ordinary meetings, up to 2 strategic planning workshops or retreats with relevant stakeholders;
  • Conduct interview/focus group discussion with key partners and stakeholders, to serve as the basis of the strategy;
  • Ensure that Sudan 2040 is in line with the government planning to global development agendas – Sustainable Development Goals (SDGs) and the Agenda 2063 of the African Union (AU 2063); and other international development agendas;
  • Propose monitoring and evaluation strategies and mechanisms to ensure the effective implementation of the Vision 2040 and its Medium-term Plan; Define the associated monitoring and evaluation (M&E) framework tools: logical framework, results framework, financing mechanism and programmatic framework;
  • Identify and plan with the key stakeholders, the regional development programs and projects (consult the Community Development Program) to be implemented in the first five years of the regional development plan or Community strategic framework
  • Develop and support the establishment of an appropriate implementation arrangement regional mechanism;
  • Facilitate validation workshops with relevant stakeholders on the draft of the Sudan 2040; and
  • Finalize the draft documents of the Sudan Vision 2040 and its associated implementation tools including the priority action programs, results framework, financing mechanism with comments and inputs from stakeholders.

The Ministry of Finance and Economic Planning (Policy Support to Preparation for Debt Relief Project) invites eligible consulting firm to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firm may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s Website at http://www.afdb.org.

The estimated duration of the Assignment is 6 months (180 working day) and the estimated starting date is 15th July 2021.
