Description

The position is part of the Colombo-based Implementation Team (the Team) which will be responsible for: (i) defining and implementing the intervention strategy; (ii) overall project coordination, and stakeholders information and consultation; (iii) the implementation of the communication and visibility strategy, and the M&E system; and (iv) the administrative and financial management of the project.

The Advocacy and Communication specialist will take the lead in designing and implementing advocacy and communication interventions on issues pertaining to GPDF’s aims and activities. She/he will contribute to the development of interventions to work across institutional and sectoral boundaries by raising awareness, understanding the need for change, improving communication, and creating synergies on related concepts and tools

In particular, she/he will be in charge of designing the communication strategy of GPDF (where communication will be used as a tool to achieve the project’s objectives) and overseeeing its implementation; in coordination with the Public Relations departments of key stakeholders. In a broader sense, she/he will oversee all GPDF activities related to raising awareness on green economy in Sri Lanka.

Indicative tasks to be carried out by the specialist would include:

Communication

  • Design, develop and formulate the project’s communication strategy, including the indicators to monitor its implementation and results, and taking into account the guidelines of Expertise France and the European Union (EU).
  • Develop the guidelines and terms of reference for the design of all communication tools (advertisements, spots, infographics, below-the-line (BTL) campaigns, etc.).
  • Formulate and implement the communication processes aimed to consolidate the identity and image of the project, in line with its objectives.
  • Identify, develop and manage GPDF’s direct and indirect communication channels (TV, radio, press, social Medias, etc.), in coordination with the Communication Unit at Expertise France Headquarters and the Communication team of the Delegation of the European Union to Sri Lanka.
  • Manage the production of informative content to be disseminated on radio, press, television, and digital platforms to promote the activities and results of GPDF.
  • Managing, supervise and coordinate the event management services provided by third parties for the organisation of events to promote and inform relevant areas and to foster dialogue between authorities and stakeholders and their commitment for transformative policy reform.
  • Take the lead in maintaining good communication and coordination with all stakeholder communication focal points.
  • Plan outreach activities and press and media visits.
  • Provide material and content for the Project Manager to maintain regular communication and reporting with the stakeholder Ministries (in particular the Ministry of Environment and the Ministry of Finance) and the EU, as well as with the other implementing partners.
  • Support the communication and dissemination of the project’s results in the different committees.
  • Manage, supervise and coordinate the work of short-term experts and service providers.
  • Design formats for project documents and slide presentations.
  • And any other related activities.

Advocacy

  • Design, develop and formulate the project’s advocacy strategy on the need for a transition to a green economy in Sri Lanka, including indicators to monitor its implementation and results.
  • Design and oversee the implementation of training and awareness-raising activities targeting different audiences (political actors; influencers – Medias and civil society – ; private sector; youth groups; general public).
  • Support dialogue and advocacy between European and Sri-Lankan stakeholders and develop content adapted to the specificities of the private sector.
  • Develop policy advocacy for the adoption of innovative solutions related to green economy practices.
  • Oversee the advocacy activities of civil society organisations subsidised by the project.
  • Jointly with partners and beneficiaries, develop advocacy roadmaps on specific issues and/or to achieve specific objectives.
  • Manage, supervise and coordinate the work of short-term experts and service providers.
  • And any other related activities.

GPDF Project:

The Green Policy Dialogue Facility (GPDF) is a four-year intervention funded by the European Union (EU). It seeks to use the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal would entail achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, would be more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the facility would harness policy experiences and knowledge from the EU (e.g. the European Green Deal), along national and regional ones, to contribute to the green recovery (medium term) and transition (long term) of the Sri-Lankan economy and society.

GPDF would more specifically support the mainstreaming of green economy (GE) challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing GE policy to action by contributing to the following specific objectives (SO):

  • SO1: Support the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.
  • SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue).
  • SO3: Increase accessibility and availability to green and sustainable finance.

The primary direct beneficiaries of the project will be the public institutions particularly, the Ministry of Environment and the Ministry of Finance as well as government institutions focused on SMEs. Other direct beneficiaries include the private sector, financial institutions, and civil society.

The Green Policy Dialogue Facility, which should start in Q2 2023, will be the first bilateral project to be implemented by Expertise France in Sri Lanka.

Education

Minimum of an undergraduate degree in communications, media relations, journalism, public relations, advertising, psychology or other related humanities or social sciences degree.

A Master’s degree will be an asset.

Proven Experience

  • At least 6 years of work experience at national or international level in public relations, communications or advocacy.
  • At least 2 years of professional experience in institutional and/or mass media management.
  • At least 1 experience in the formulation, coordination, monitoring and evaluation of a communication and/or awareness raising strategy.
  • Experience in preparing and disseminating technical and/or scientific information to decision makers and other target audiences.
  • Experience in managing the editing and publication of communication materials in various formats.
  • Experience of working with a bilateral or multilateral institutional partner (in particular the EU), an NGO or a public institution would be a strong asset.
  • Experience in leading advocacy and/or capacity building activities will be a strong asset.
  • At least 2 years of professional experience in Sri Lanka would be a strong asset.

Qualification and skills

  • Editing skills: Photoshop, Premier, etc.
  • Excellent knowledge of social media (Instagram, Linkedin, Youtube, Tik Tok, etc.)
  • Native level in English is required;
  • Excellent knowledge of the Sri Lankan context would be a strong asset.
  • A full professional working proficiency in Sinhala and/or Tamil will be considered a strong asset.
  • Knowledge of green economy objectives and challenges will be a strong asset.
  • A professional working proficiency in French is an asset.
  • Ability to communicate well and reach out, both verbally and in writing, with a wide range of stakeholders including with high level policy makers.
  • Excellent interpersonal skills and good interpersonal and teamwork skills, diplomacy and adaptability.
  • Personal qualities of integrity, impartiality, credibility and commitment to the mission of the organisation/project.
  • A strong sense of organisation, rigour and autonomy is required.
  • A strong ability to be dynamic, proactive and creative is expected.
  • A multi-tasker and a team player with the ability to wear many hats to support the project team to deliver its overall objectives.
