iMMAP Inc implements project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of supporting the Mine Action Office in Northeast Syria (NESMAO). The project aims to provide land release technical support in terms of ensuring standardized, safe, and cost-efficient operations for NESMAO as well as strengthening information management to effectively monitor the progress and achievement of the land release by HMA actors.

Scope of work

Under the supervision of the Field Coordinator, the Finance & HR Manager carries out administrative, accounting and financial management of iMMAP Inc in NES, in compliance with donor and iMMAP Inc procedures.

He/she supervises accounting operations and cash management and carries out budget follow up in conjunction with the program team.

He/she is also one of those charged with developing and ensuring iMMAP Inc’s Human Resources policy is properly implemented in NES.

He/she supports, monitors and trains the members of his/her administrative team.

Description of Duties

Budget & Financial Monitoring

  • Update on a frequent basis iMMAP Inc Allocation board for NES
  • Update and analyse Financial Monitoring Tool (FMT) in coordination with Logistics Manager, Program Manager and Field Coordinator
  • Ensure compliance to iMMAP Inc and donor financial procedures.
  • Contribute to financial donor report development.
  • Contribute, in close link with Field Coordinator, to develop proposal budget.

Cashflow/Accountancy

  • Manage daily/monthly cash-flow and ensure that safe and cash boxes are well supplied.
  • Formulate monthly cash request in collaboration with logistics manager and program manager.
  • Request on monthly basis transfers to HQ and monitor the security of funds.
  • Supervise safe and cashbox and ensure weekly cash counts for the office.
  • Contribute to develop and maintain Cash Management policy.
  • Review eligibility of all related expenses in compliance with iMMAP Inc procedures
  • Carry out timely corrective actions on unsubmitted expense requests and reports, including budget check errors, match exceptions, and unapproved requests, and reports.
  • Prepare and supervise the monthly closing, review and integration of the accounting.
  • Ensure invoices/procurement document scanning, preparing monthly voucher and integrated it in the monthly accounting pack.

Administrative/HR Management

  • Assist in welcoming and integrating new personnel, ensure they receive administrative briefing.
  • Supervise the administrative management of personnel recruitment and hiring.
  • Supervise the archiving, handling, and security of iMMAP Inc personnel files.
  • Draft and present employment contracts for employees at his/her base
  • Supervise the leave balance/management at the personal following iMMAP Inc procedures.
  • Ensure that performance reviews are carried out according to iMMAP Inc procedures.
  • Contribute to develop a training plan for iMMAP Inc mission in NES.
  • Apply the formalities provided for sanctions and for termination or breach of contract.
  • Supervise the collection of elements needed to establish wages and monitor their proper implementation.
  • Calculate taxes, complete returns and make statements and payments to the necessary institutions.
  • Prepare on a monthly basis the salary payroll and pay slip.
  • Assist in defining and applying iMMAP Inc salaries and social policies.

Finance/HR Team management:

  • Analyse and quantify HR and Finance personnel needs.
  • Recruit, train and supervise the HR and Finance team.
  • Conduct performance reviews for members of the HR and Finance team.
  • Follow up on leave management of his/her team.

Security management:

  • Follow up and comply with iMMAP Inc Security and Safety procedures.

Requirements

Education

  • University degree in business administration, finance or relevant field.

Experience

  • With at least 3 years or work experience in finance and/or HR management position.
  • Practical experience with international NGOs, or UN agencies’ financial procedures in the areas of accounting, budgeting, reporting, and other financial controls.
