Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within a rapidly growing portfolio, supported by more than 3000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan. Inside Syria, the IRC is specifically focused on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Our work in these settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Senior protection monitoring Officer will be based in Syria, (Hizreh, Idleb) and will be responsible for overseeing the implementation of the protection monitoring programme and the direct supervision of two protection monitoring officers. The Snr PMO will supervise the officers to ensure quality implementation of household and community assessments, information dissemination and internal and external referrals. The will work closely with the Protection Monitoring Manager and the Information management team to ensure the questions related to information collected and shared by PNA are addressed and followed up on for accurate and comprehensive reporting. The Snr PMO will collaborate regularly with other IRC program teams in the field insuring collected information is acted upon. This position will report to the Protection Manager.

Major Responsibilities:

Quality Program Implementation

  • Ensure the data security protocols are in place and followed by all PNAs to ensure that sensitive and identifying information is not shared and that procedures are understood for taking care of security breaches or confiscation of protection monitoring equipment
  • Lead the protection cash component, including ensuring cases fit the selection criteria, ensure assessments are filled out accurately.
  • Ensure the teams are meeting targets as agreed with protection monitoring manager
  • Lead the development and consolidation of rapid protection monitoring reports.
  • Support PNA when referring cases to service providers. Conducting spot checks to ensure referrals are responded to in a timely manner.
  • Accompany the field teams where possible to ensure protection monitoring activities are done in accordance to standard methodology.
  • Roll out and ensure regular pre and post tests are conducted for all partner trainings,
  • Contribute to the design and implementation of assessments and evaluations to assess programme impact

Monitoring and Reporting

  • Submit weekly reports to protection manager on the work of the PNA’s identifying successes and challenges ;
  • Engage closely with the information officer and data analyst for data quality and data is sufficiently detailed and accurate. Support in the verification of data as required.

Staff Performance Management, Learning & Development:

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies ;
  • Develop and implement remote management capacity building approaches to build the strengths of the team in Syria ;
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews ;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and handle attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.. ;
  • Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly ;
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths ;
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies ;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions ;
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

Coordination & Representation

  • Support the timely information sharing regarding challenges and needs at the field level ;
  • Assist in contributing to the development of referral mechanisms in collaboration with IRC coordinators, other NGOs and the Protection cluster.

Profil

  • Technical diploma or bachelor’s degree in related field;
  • Minimum two years’ experience working in related program support capacity;
  • Minimum of one year of management experience ;
  • Previous experience working with an NGO or INGO required, experience with programming preferred;
  • Strong management and supervisor skills ;
  • High organizational, management and reporting skills;
  • Ability to work well both within a team and independently;
  • Strong interpersonal skills; Demonstrated ability to collaborate closely with other departments
  • Ability to work under pressure with competing priorities and deadlines ;
  • Strong problem solving skills with ability to be flexible, adaptable, and creative in a challenging and fast paced multicultural environment;
  • Excellent computer skills: MS Word, Excel and Outlook;
  • Fluency in Arabic required, English proficiency is desired.

Working Environment: position is based in Syria with regular travel to the field as required.
