Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is an International Non-Governmental Organisation (INGO), registered in Lyon, France. TGH designs, implements and monitors Emergency response, Recovery and Development programs in the following sectors: Water Sanitation Hygiene (WASH), Food Security and Livelihoods (FSL), Protection and Education. TGH currently works in 10 countries of Africa, Asia, Europe and the Middle East.

Presentation of TGH Syria

TGH registered in Syria in May 2017, and since then has worked under the coordination of the Syrian Arab Red Crescent (SARC), officially mandated by the Syrian Authorities to coordinate activities of humanitarian organizations committed to providing assistance to the conflict-affected Syrian population in GoS-controlled areas.

TGH’s sectors of intervention in Syria are Education (including vocational training), WASH, Shelter and Protection. TGH in Syria is active in five (5) governorates namely Rural Damascus, Dar’a, Hama, South Idleb and Aleppo, and coordinates programmes and operations from the office in Damascus. The intervention in Aleppo is very recent as it followed February 2023’s earthquake emergency. TGH is considering expanding to other areas, such as As-Suweida, where a climate-related emergency is taking place.

TGH’s strategy in Syria for 2019-2023 aims to “Respond to the acute humanitarian needs of Syrian most vulnerable and exposed people while increasing their resilience capacities in country”. Our strategy consists in reinforcing our capacity to provide humanitarian assistance, while shifting gradually and where appropriate to more development-oriented programming. The role of the Head of Emergency Programme will be to sustain our humanitarian work and support national teams to both develop their skillset and to design appropriate interventions in emergency-type of settings.

The HoEP will be part of the Coordination Team, which consists of a Country Director, a Head of WASH and Shelter Programs, a Head of Education and Protection Program, a Head of Admin, Finance and HR, a Head of Logistics, a Grant Officer, and a MEAL Manager.

Job description

The Head of Emergency Program will support the design, implementation and monitoring of TGH emergency response in earthquake-affected areas, in particular in Aleppo Governorate. They will also provide advice to respond to new emergencies should they arise e.g. new outbreaks similar to cholera 2022, drought as expected in the south of Syria, etc. and conduct field assessments as relevant.

The HoEP will be reporting to the Country Director, and will work closely with the Field Manager in Aleppo, the two Technical Heads of Programs and with the support service teams. The HoEP will be responsible for:

Project Design, Management and Reporting

  • Lead all aspects of TGH Emergency Response in Syria, including activities planning-implementation-monitoring-and-learning, team management, procurement, budgeting and financial monitoring, knowledge management, and donor/authority/HQ reporting;
  • Propose relevant adaptations of TGH strategy and programming, in consultation with all relevant stakeholders, in compliance with TGH procedures and donors’ requirements, and for the benefit of affected populations;
  • Send Project Monthly Follow-Up to HQ on a monthly basis;
  • Conduct regular analysis of project progress, achievements and changes, including technical challenges, risks and proposed solutions or mitigation measures, and share findings and recommendations with the Coordination Team;
  • Develop and lead emergency projects’ exit strategies, and lead project design including through proposal writing;
  • Participate in the efforts to TGH’s nexus including ensuring that TGH stays relevant in Aleppo after the end of the emergency projects ongoing in 2023. This includes exploring and identifying new funding opportunities.

Team Management

  • Participate in the recruitment process of emergency response staff, in coordination with Aleppo Field Manager (or any other colleague in charge of emergency response teams or efforts)
  • Assess capacity needs, design a capacity building plan, and provide to the team in Aleppo and elsewhere with capacity building in the field of emergency response design and implementation
  • Conduct staff appraisals in Aleppo in coordination with the Field Manager
  • Work in close collaboration with the Administration & Logistics to address HR needs

Finance, Logistics and Administration

  • Contribute to budget forecasting and financial monitoring of TGH’s emergency response projects, and validate project-related expenses in compliance with TGH Administration procedures
  • Liaise with the Logistics team for procurement, movements and equipment needs of the TGH’s emergency response, in compliance with TGH procedures and donors requirements
  • Report to the Country Director any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption or bribery
  • Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements

Coordination

  • Represent TGH in front of affected populations, donors, authorities and other stakeholders as relevant;
  • Liaise with local stakeholders, in coordination with the team in Aleppo and the Country Director;
  • Participate in cluster and working group meetings (or assign team members to attend those), and contribute to the assessments and reports coming from these groups;

Security

  • Contribute to updating TGH Security Plan for Aleppo and related safety & security rules and regulations;
  • Monitor incidents in Aleppo and define actions as needed, and identify new emergencies requiring TGH’s intervention

Others

  • Observe confidentiality when performing all tasks mentioned above.

TGH applies a “zero tolerance” policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers. This must be respected by the employee throughout the term of his contract, during and outside working hours. The application of those policies is imperative and any breach will result in disciplinary measure.

Profile

  • University-Level Degree, preferably a Master’s Degree in the field of International Development, Project Management, Political Studies or other related ones
  • Former experience in leading Emergency Response for international NGOs
  • Good knowledge of M&E tools and processes, financial management and logistics, and experience in grants reporting and proposal development
  • Successful experience in managing projects funded by OCHA, ECHO or other emergency donors
  • Proven experience in Capacity Building for national staff, including training, facilitation and mentoring skills
  • Fluent in English. Arabic and French are an asset.
  • Former experience in Syria (GoS) or in Middle-East is a very strong asset.
  • Proficient user of MS Office Pack; knowledge on data processing and/or Google suite is an asset as well as experience with Google Drive
  • Excellent interpersonal skills and demonstrated ability to work as a team member, in an effective timely and flexible way, under pressure and tight deadlines
  • Leadership skills
