JOB PURPOSE

WFP is seeking a qualified candidate to join RBB Supply Chain (SC) Team to work with the Country Offices (COs) in the region, reporting directly to Regional Logistics Officer.To lead on the strategic engagement at the RBB level in coordination with other RBB stakeholders and provide specialist technical advice on SC activities, analytics, and oversight to SC field operations. To partner with the key SC and programme functions to ensure an integrated supply chain approach is taken to meet WFP’s and the COs objectives.To provide analytics and contribute to RBB SC activities, to contribute to the planning and coordination of field SC operations, and to ensure an effective and integrated SC approach meeting the food assistance needs of beneficiaries as well as service provision requirements for partners.

KEY ACCOUNTABILITIES

  • Contribute to the development and implementation of SC plans and procedures, in line with the global and regional/functional WFP SC strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
  • Provide substantive contributions to regional/country context analyses and to the management of end-to end operational SC and retail networks, in support of operational SC challenges and operational optimization.
  • Contribute to planning and implementation of SC operations, initiatives and services in the RBB region to ensure a timely, cost-effective and integrated approach and in close cooperation with key SC stakeholders.
  • Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of SC within RBB region and the area of responsibility.
  • Conduct regular financial analysis and budget reviews for RBB CO Supply Chain operations, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of SC operations.
  • Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key RBB SC functions contributing to an integrated SC approach to food assistance and cross-functional operational alignment.
  • Support WFP RBB SC operations with technical knowledge and insight on market analysis and SC network mapping to inform the selection of an appropriate operation modalities to improve SC performance.
  • Support management of RBB CO SC operations in compliance with the established SC strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness, including undertaking oversight missions.
  • Support the monitoring of SC activities in the RBB region to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of SC operations.
  • Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on SC activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
  • Guide and supervise staff, acting as a point of referral, supporting them with more complex analysis and queries.
  • Support ongoing SC division capacity-building initiatives at RBB level.
  • Contribute to RBB SC preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
  • Contribute to designing WFP Country Strategic Plans, ensuring the integration of relevant Supply Chain activities including food, CBT/retail, service provision and Preparedness & Response interventions.
  • Provide oversight guidance and recommendations to RBB CO SC operations in line with the RBB Supply Chain function ensuring compliance to WFP Policy and Guidelines and recommend corrective measures/enhancements moving forward to the CO management.
  • Support and coordinate RBB SC emergency response operations (either remotely or through deployment).
  • Remain available for frequent and extended deployments in support of SC operations in the RBB region and globally, including for sudden onset emergency response.
  • Contribute to the development of Concepts of Operations and SC strategies in support of field operations.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Minimum Bachelor Degree with additional year relevant work experience and/or training/courses (Master Degree is preferable) in Supply Chain Management, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field.

WORK EXPERIENCE

  • A minimum of 8 years of relevant professional experience in:
  • managing an area of supply chain operations including coordination with internal and external stakeholders and relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
  • implementing humanitarian Supply Chain operations in the field, approved corrective actions to improve performance and monitoring progress, supply chain improvement initiatives, service Provision activities and Logistics Cluster mandated-operations a plus
  • conducting analytical and conceptual work in support of strategy design and implementation
  • designing and implementing supply chain, retail and partnership networks
  • identifying operational risks and maintaining documentation on emergency preparedness
  • analysing and supporting the implementation of end-to-end supply chain operations.
