OBJECTIVES OF THE PROGRAMME

The objective of the programme is to support WHO Country Office (WCO) on PRSM, strengthen in-country coordination with United Nations (UN) agencies and implementing partners, coordinate the provision of victim-centered services and promote learning and development. Moreover, the programme aims to support Thailand in promoting health across the life course, mainstream gender, equity, rights and disability in WHO activities and address social determinants of health, to achieve the goal of effective universal health coverage leaving no one behind.

DESCRIPTION OF DUTIES

A.    Preventing and Responding to Sexual Misconduct (PRSM)and Gender Equity Rights and Disability (GERD)
1.    Coordinate the development and implementation of WCO PRSM Workplan and ensure alignment with regional and global guidance
2.    Facilitate the assessment of Sexual Exploitation, Abuse and Harassment (SEAH) risk in the country, and work with relevant colleagues to develop, implement and monitor risk mitigation plans
3.    Support WCO to implement the 10 core in-county PRSM activities that address multiple sources of SEAH risks, as applicable including implementation of PRSM compliance list
4.    Effectively coordinate WCO PRSM work with the UN Country Team (UNCT), contribute to the joint work, and facilitate WHO fulfilment of interagency requirements for PRSM and bring any gaps to the attention of the supervisor/WHO Representative
5.    Work with programme and administrative colleagues in WHO in addressing SEAH complaints, concerns and allegations from victims and survivors, bystanders or witnesses in a safe and confidential manner, and ensure all victims and survivors are referred to the services they need, as necessary
6.    Document and share lessons learnt and participate in learning activities in the WHO global/regional/country PRSM/GERD network
7.    Strengthen capacity of WCO staff, collaborators and implementing partners on GER and PRSM; and facilitate use of key tools and processes (e.g. the Gender Score Card, SWAP analysis, etc.)
8.    Act as WCO Focal Point for PRSM and GERD, including violence against women (VAW) and report on the progress, challenges and best practices in Thailand
9.    Work with colleagues to integrate and mainstream GERD in WCO programmes, health policies, strategies and plans; and support activities related to addressing VAW
B. Family Health and Life Course 
10.    Manage the implementation of activities related to the following areas: Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH), Gender, Equity, Rights and Disability (GERD) Healthy Ageing, and Social Determinants of Health (SDH)
11.    Coordinate data collection for assessments, surveys, research and regional and global reports
12.    Facilitate capacity building and cross country-exchange with Thailand
C. Others
13.    Draft necessary technical reports and documents as per requirements of the Organization, and to assist in preparation, organization and following-up of WHO-organized meetings and
14.    Undertake any other related duties as assigned by the supervisors.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: A university degree in social sciences, gender, law, human rights, international development, international relations, public health or other development-related fields
Desirable: Specialized training in prevention and response to sexual misconduct, gender, human rights, gender-based violence, elderly health, sexual and/or reproductive health

EXPERIENCE

Essential: A minimum of two years of relevant experience in plans and programmes related to public health and any of the following areas: mainstreaming gender, equity, rights and disability, sexual and reproductive health.
Desirable: Exposure to international development and familiarity with the UN system is an advantage
