Objectives of the programme

To reduce the burden of neglected tropical diseases (NTD) including lymphatic filariasis, yaws, soil transmitted helminth infections, leprosy. The Strategic objectives of the Integrated NTD programme are; prevent disability and minimize suffering resulting from chronic filarial infection through improved morbidity management and disability prevention and reduce the morbidity associated with STH infection.

 

Description of duties

Under the overall supervision of the WHO Representative to Timor-Leste and direct supervision of the Medical Officer-Epidemiology and broad guidance of Regional Adviser – Neglected Tropical Diseases (NTD) Control and Director, CDS, the incumbent will work in collaboration with concerned staff in WCO-TLS to provide technical support for the neglected tropical diseases and vector borne disease control in Timor-Leste.

The incumbent will be responsible for the following:

  1. Assisting the Ministry of Health (MoH) in monitoring of the implementation of the progress on WHO NTD roadmap for Lymphatic Filariasis (LF), soil-transmitted helminthiasis (STH), leprosy, Yaws in Timor-Leste;
  1. Provide technical strategic advice and programmatic support for the national action plan towards prevention, elimination of LF and Yaws and control of STH in Timor-Leste;
  1. Support implementation of ongoing NTDs Mass Drug Administration (MDA) for LF and STH;
  1. Supporting conduct of Yaws Survey in Timor-Leste and plan MDA for Yaws elimination;
  1. Provide technical guidance on dossier preparation by the national programme, including collation of programme data and its validation in line with the programme elimination/eradication guidelines including developing a yearly workplan for implementation of NTDs MDA;
  1. Participating and contributing to operational research and national surveys related to LF, STH and Yaws;
  1. Liaising with the MoH NTD team and KOICA and other relevant stakeholders in Timor-Leste Lead initiatives to build and strengthen partnerships and multi-sectoral collaboration for the national NTD programme at regional and country levels, resource mobilization approaches and strategies, not limited to the MoH, NTD team and The Korea International Cooperation Agency (KOICA).
  1. Coordinate the development of the draft report (Biannual and Annual) for KOICA on progress of the NTD programme implementation including a summary of outputs and activities undertaken, achievements compared to the goals and objectives, and provisional financial reports.
  1. Perform any other duties as assigned by the supervisor;
  1. Submit an end of assignment report (mandatory).

 

Required qualifications

Education

Essential: University degree in medicine.

Desirable: Training in epidemiology and/or operational research.

Experience

Essential: At least five years’ experience in the development and implementation of public health programmes including substantial professional experience in government/large organizations, including some years of international experience.

Desirable: International work experience in the area of priority communicable diseases.

Functional Knowledge and Skills

  • Thorough knowledge of WHO programme policies, principles and practices of a wide range of public health issues and sound knowledge of priority communicable diseases.
  • Excellent communication, advocacy and negotiation skills.
  • Experience in conducting health situation analysis, project management.
  • Technical expertise and overall attitude at work are also mandatory competencies.

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2449 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
