Background  

Emergency care is an essential part of the healthcare system and serves as the first point of contact for many people around the world. Strengthening the capacities of frontline providers and local hospital staff is a key element to improve early detection and management of emergencies. The World Health Organization (WHO), in collaboration with the International Committee of the Red Cross (ICRC) and the International Federation for Emergency Medicine (IFEM), has developed the Basic Emergency Care (BEC) course for frontline providers who manage acute life-threatening conditions with limited resources. Emergency care providers must respond to ‘undifferentiated’ patients, those with acute symptoms for which the cause may not be known. The BEC course introduces a systematic approach to managing acute, potentially life-threatening conditions even before a diagnosis is known. BEC is an open-access training course for frontline healthcare providers managing acute illness and injury with limited resources. The BEC teaches a systematic approach to the initial assessment and management of urgent conditions where early intervention saves lives.

Strengthening emergency care in Tunisia is a public health priority. To improve the efficiency of the emergency services, the Ministry of Health, in collaboration with the WHO, undertook an evaluation of the emergency care system, using ECSA, a tool for evaluating the emergency care system. Key stakeholders were invited to participate in the ECSA survey, and a working group was convened in January 2017, to review the results of the assessment and define priority actions specific to each component of the emergency care system.

A national road map to enhance ECS in Tunisia was developed in July 2019 and identified 32 priority actions including capacity building of frontline healthcare providers.

The purpose of this international consultancy is to provide initial and training of trainers BEC training.

The specific objectives are:

– Prepare national trainers to support the deployment of the BEC course.

– Develop a network of trainers and professionals who will advocate for the strengthening of emergency care systems in frontline structures.

– Acquire theoretical and practical knowledge in the management of patients in emergency situations, by applying the ABCDE systematic approach, even before making a diagnosis.

Work to be performed

In collaboration with the BEC trainer and the temporary Tunisian trainers, the international consultant will address the following tasks:

  • Prepare national trainers to support the deployment of the BEC course.
  • Develop a network of trainers and professionals who will advocate for the strengthening of emergency care systems in frontline structures and acquire theoretical and practical knowledge in the management of patients in emergency situations, by applying the ABCDE systematic approach, even before making a diagnosis.
  • Coordinate the preparation of scenarios, presentations, group work and discussion sessions,
  • Lead the initial and TOT BEC training.
  • Evaluate the trained participants,
  • Provide guidance on the selection of candidates for the ToT,
  • Validate the 03 provisional national trainers
  • Finalize the training report.

Deliverables

  • Deliverable 1: Report on the evaluation and screening method, selection grid and identification of the national TOT trainers
  • Deliverable 2: Final initial and TOT BEC Training report

Educational Qualifications

Essential: Advanced university degree (Master’s degree) in medicine focusing on Emergency.

Experience

Essential: Minimum 5 years of experience in emergency medicine and teaching

Skills/Knowledge

  • Strong communication and coordination skills
  • Ability to handle multiple tasks

Language

Excellent knowledge of written and spoken French

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
