With increasing humanitarian and development needs in Libya brought about by the ongoing conflict and the onset of the global Coronavirus pandemic, UNICEF’s Libya Country Office is scaling up its programme interventions, calling for stronger efforts in donor relations and resource mobilization.

In close collaboration with the programme team, the consultant will deepen and develop UNICEF Libya’s collaboration with key donors and financial stakeholders, ensuring greater resource mobilization for the country office. The consultant will support colleagues on specific thematic areas of strategic relevance for partnership development, and will also support contribution management.

 

How can you make a difference?

The overall purpose of the consultant is to ensure resource mobilization for the country office through maintaining and deepening existing partnerships, while fostering relationships with potential donors.

 

Activities and Tasks :

Under the direct supervision of the Deputy Representative, the consultant will :

  1. Develop and/or contribute to UNICEF’s base of knowledge on partnership and resource mobilization, and work with the country office to identify needs and opportunities. Develop and/or maintain systems and tools to monitor partnerships, including annual resource mobilization plans, donor profiles, a donor engagement tracker, etc. ;
  2. Support the programme sections in developing compelling proposals, concept notes, and funding appeals, for public and private donors ;
  3. In close collaboration with the country management team, act as the focal point for donor outreach, engagement, and collaboration, ensuring that UNICEF’s perspectives, policies, priorities, and capabilities are being sufficiently communicated. Provide strategic support to the team to incorporate and guide engagement with partners, including anticipating and providing guidance on responding to partner concerns and priorities, sharing relevant information in a timely manner and consolidating responses, and ensuring adequate follow-up to donor interactions ;
  4. Contribute to strategies for engagement and the development of communications products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders; ensure that the communications and programme sections are fully aware of donor recognition requirements, facilitate the production of quality donor recognition products as needed, and ensure that these products are regularly shared with donors ;
  5. Working closely with the Budget Officer and programme staff, ensure that grant amendments, including no-cost extensions, are effectively managed ;
  6. Provide support and guidance to the Associate Reporting Officer in ensuring quality and timely donor reporting processes ;
  7. Liaise with the Regional Office, Headquarters, and financial and non-financial partners on partnerships-related issues ;
  8. Performs other related duties as assigned by the supervisor to ensure the success of the team.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required : Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant field is required ;
  • A minimum of 5 years of progressive professional experience in a relevant field such as in donor relations, resource or project management, or external relations is required, including experience in the development of project proposals, concept notes, and donor reports ;
  • Excellent planning and coordination skills, with proven ability to work with various stakeholders and partners ;
  • Specific experience working with the international community would be an asset; work experience in North African context will be an asset ;
  • Fluency in English, both writing and verbal, is required; basic communication in Arabic will be an added value.

The selection will be done by a panel approved by the Country Special Representative based on the review of the professional experienced and academic qualification in addition to the technical review (done in the form of a panel interview using combined interview technics) and financial proposal review.

The consultant will be responsible to submit a personal insurance and medical coverage plan in line with the UN regulations.
