About the role:

As a member of the PIN CP team, the Program Development and Reporting Coordinator will be contributing and supporting the Programmes Director on proposal development, shaping of resource mobilization strategy, and, where applicable, being the reporting focal point. S/he will be working also closely with other CP members, mainly Program/Project Managers, MEAL Manager, as well as other senior staff members and/or the Country Management Team (CMT), Finance and HR Manager, Logistics Manager etc. to oversee the quality and compliance throughout the proposal development process. If requested, s/he will also support program/project quality implementation by complying with necessary PIN and donor’s quality standards.

At the Headquarters level, s/he works closely with HQ counterparts (mainly CP Coordinators, Technical Advisors and Institutional Fundraising Unit), but also regional management and other specialized units when necessary.

Main Duties & Responsibilities:

  • With support from Programmes Director, supports and/or leads the development of concept notes, proposals and situation analyses & assessments – coordinating the development process with all relevant departments, including designing logical frameworks, setting realistic and measurable targets, and developing narrative proposals & budgets (acts as Proposal Lead).
  • In consortium projects or projects involving partners, acts as PIN’s lead coordinator with partners to ensure a smooth and timely program design and proposal development.
  • Supports strategic partnerships identification and development incl. organizations’ assessment focusing on local partners.
  • Act as an overall support and quality assurance for collection, compilation, review, quality control and editing of both, quantitative and qualitative, donor and internal reporting.
  • Ensure that all reports are in-line with relevant donor requirements in terms of structure and content, including with regards to mainstreaming issues, including protection, gender, do no harm and conflict sensitivity.
  • Ensure all relevant program/project quality standards are met internally; if necessary supporting Project/Program Managers in meeting these standards (e.g., indicators tracking; internal project databases; working with Power BI; etc.).
  • Ensure regular updating of reporting and compliance guidelines for key donors outlining requirements for programme implementation, procurement and distribution, information collection and storage, and reporting.
  • Ensure that relevant staff are provided with timely information and materials – including guidelines, templates and examples – to develop quality reporting contributions.
  • Proactively monitor potential new funding opportunities for PIN in Yemen through relevant open sources (donor websites, humanitarian assistance portals), clusters, and bilateral consultation and scoping with existing and potential donors.
  • Support the CMT in donor and other external communications and liaison, including participation in high-level meetings and forums, follow-up of queries, information requests, informal reporting, and progress updates.

Main requirements

  • At least 3 years of experience working within a humanitarian and/or development organization;
  • At least 2 years of grants related work experience;
  • Demonstrated experience participating (or leading) proposals or resource mobilization process with key institutional donors (advantage with ECHO/EC, USAID, GIZ/gov’ agencies, UN agencies);
  • Demonstrated experience in leading interim and final reporting to the core donors outlined above;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming;
  • Experience of working in complex and volatile contexts (familiarity with the humanitarian context in the Middle East is an advantage);
  • Strong organizational, critical analysis and problem-solving skills;
  • Excellent communication skills, including fluent spoken and written English, including exceptional writing and editing skills.
