Zanaco Bank Plc has received a financing from the African Development Bank towards the cost of the capacity building as part of the Implementation Agreement under the Renewable Energy (RE) Financing Framework and intends to apply part of the agreed amount for this grant to payments under the contract to engage a consulting firm (Consultant). The Consultant will have two broad but interlinked roles: to be an Investment Advisor and to provide Transactional advisory work in relationship to RE project finance and to ensure that Zanaco is fit for purpose in terms of RE financing.

The Zambia Renewable Energy Financing Framework program aims at assisting the Zambian Government in the implementation of its Renewable Energy Feed-in-Tariff (REFiT) strategy. The Technical Assistance (TA) under this program will support the aspirations of the strategy by catalyzing private sector investment and creating a sustainable portfolio for renewable energy projects.

The services included under this project include building institutional capacity and making Zanaco investment ready to manage RE projects. The duration of the assignment shall be 18 months, and the preferred consultant shall be a firm with the requisite expertise and experience in providing both investment and transaction advisory services within the context of the RE finance. With respect to the role as an Investment Advisor, the primary objective of the proposed consultancy is to review and develop an appropriate policy framework and guidelines within Zanaco that contain the following key features :

  • Outline key risk considerations and mitigation strategies for RE investments/projects ;
  • Review Zanaco’s internal policies with a view to align them to support RE project finance ;
  • Establish an appropriate framework for setting risk acceptance criteria for RE projects ;
  • Consider applicable Zambian regulations and legislation for renewable energy whilst adopting international best practice and standards ;
  • Develop procedures, guidelines and manuals for appraising, onboarding and monitoring RE projects ;
  • Set a clear monitoring and control regime for the RE portfolio for Zanaco.

With respect to the role as a Transactional Advisor, the overall objective of the consultancy will be to build capacity within Zanaco to effectively execute RE project financing.

The specific objectives would include : Develop an in-depth understanding of the energy sector with a bias towards RE across key departments of the Bank.

  • Develop an in-depth understanding of project financing principles and capability for end-to-end RE project execution among ZANACO staff ;
  • Develop in-depth understanding of the different financing options and instruments available for RE and climate projects by staff in key departments ;
  • Facilitate onsite visit and hands-on transaction experience on a live RE project being executed in Zambia.

Zanaco now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
