A. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (SACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The Strategic Development and Preparation (SDP) Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACQ Lessons Learned (LL) process.

The JS Division is responsible for the Development, Review and Maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO.

The Strategic Planning Branch conducts initial strategic analysis, prudent military strategic planning and strategic operations planning for Strategic and Crisis Response Operations leading either to NATO-led operations or EU led operations using NATO assets and capabilities.

B. PRINCIPAL DUTIES

The incumbent’s duties are:

a) Supports the J5 Coordination Officer with the harmonization effort among the work programs of the Division and the management and the coordination for the administrative functions.

b) Liaise to other relevant SHAPE Divisions to ensure timely information sharing.

c) Supports Deputy ACOS with Strategic Management, Internal Control and NATO 2030 work strands.

d) Deputize the J5 Executive Officer in his absence.

e) Fulfill a cross J5 division function in support to all branches in the division.

f) Conduct all administrative tasks related to the major planning events: invitations, registrations, bookings, printing etc.

D.  ADDITIONAL DUTIES

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

QUALIFICATIONS

A. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1. Knowledge of most common NATO software and applications, Task Tracker.

2. Primary: Joint Operations (General)

Activities that apply knowledge of the environment, system composition and technologies for Joint Operations. Provide commanders with the expertise and guidance on conducting Joint Operations.

3. Skill Level: Assists in database support activities. Works under general direction. Uses discretion in identifying and responding to complex issues and assignments. Usually receives specific instructions and has work reviewed at frequent milestones. Is responsible for meeting allocated technical and/or project/supervisory objectives. Has working level contact with customers, suppliers and partners. Performs a range of work, sometimes complex and non routine, in a variety of environments. Demonstrates effective communication skills. Contributes fully to the work of teams. Plans, schedules and monitors own work (and that of others where applicable) competently within limited deadlines and according to relevant legislation, standards and procedures. Appreciates the wider business context, and how own role relates to other roles and to the business of the employer or client.

2. Education/Training

Secondary education and completed basic vocational training leading to a professional qualification or professional accreditation with 3 years post related experience.

3. Language

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
