RECRUITMENT OF A CONSULTANTING FIRM TO PROVIDE ADMINSTRATIVE SUPPORT TO THE JAPAN AFRICAN DREAM SCHOLARSHIP (JADS) PROGRAM

  1. The Japan Africa Dream Scholarship (JADS) Program is a capacity building project by the AfDB and Japan which was initiated in 2017 with the aim of providing two-year scholarship awards to highly achieving African graduate students to enable them to undergo post-graduate studies (i.e. a two-year Master’s degree program) in selected priority development areas on the continent and Japan. The overarching goal the AfDB and the Government of Japan seek to attain is to enhance skills and human resources development in Africa in under the Bank’s High 5s agenda (i.e. “Feed Africa”, “Light up Africa”, “Industrialize Africa”, “Integrate Africa” and “Improve the quality of life of the people of Africa”) and key Japanese development assistance initiatives ;
  1. The program further seeks to promote inter-university collaboration and university-industry partnerships between Japan and Africa. Upon completion of their studies, the JADS scholars are expected to return to their home countries to apply and disseminate their newly acquired knowledge and skills in the public and private sectors, and contribute to national and continental socio-economic development ;
  1. The African Development Bank invites consulting firms to indicate their interest in the following Assignment : Japan African Dream Scholarship (JADS) Program Administrative Support ;
  1. The services to be provided under the assignment are centered on the delivery of the following components :
  • Logistical support and arrangement of JADS student’s round-trip flights between their home country and Japan after admission ;
  • Guidance and support of and acting as an emergency contact and a liaison between JADS students, universities and the Bank ;
  • Handling monthly stipend payments to JADS students ;
  • Organization of an annual ‘sharing’ JADS Seminar for JADS scholars, universities and the private sector ;
  • Information sharing/dissemination to and orientation of JADS students after admission. This sharing and orientation will mainly be done through email or/and Skype. Where applicable, physical orientation shall take place in Tokyo, after consultations with the Bank.
  1. Interested consulting firms are hereby invited to express their interest in providing the above-described services. They should provide, among others, information on their qualifications and experience demonstrating their ability to provide the outlined services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The duration of services is 12 months and the estimated starting date is January 1120th, 2020 ;
  1. Interested firms may obtain further information at the address below during the Bank’s working hours (Monday to Friday 9:00 am to 5:00 pm GMT) ;
  1. Expressions of interest must be received at the address below no later than December 14th, 2020 at 11:59 PM GMT and specifically mentioning “Expression of Interest for the Japan African Dream Scholarship Program Administrative Support Assignment”.
