The Republic of Sudan has received grant financing from the African Development Bank toward the cost of the Institutional Capacity Building for Improved Access to Water and Sanitation in Port Sudan Project, and intends to apply part of the proceeds to payments under the contract for Gender and Social Inclusion Policy Development.

The services (Gender and Social Inclusion Policy Development) included under this assignment are :

  • Situational Analysis of Barriers and Capacities ;
  • Identification of the most vulnerable groups of individuals ;
  • Defining of the economic and socio-cultural reasons of social exclusion that allow discrimination of men and women ;
  • Integrating gender equality and social inclusion (GESI) in policies ;
  •  Propose work plans on strengthening gender equality in research and in the workplace ;
  •  Propose institutional arrangements for GESI ;
  •  Develop guidelines to ensure participation of women in supply of water to help in identifying entry points of how to implement the rationing of water ;
  •  Develop an appropriate information sharing platform that take into account literacy levels, language preferences, and cultural biases.

The consultant will also provide guidance on how to integrate gender-responsive approaches into Red Sea State’s strategic and work plans, annual reports and projects, which complement the principles for the integration of women in decision making.

The Project Implementation Unit (PIU) of the Institutional Capacity Building for Improved Access to Water and Sanitation in Port Sudan project now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
