This Request for Expression of Interest follows the General Procurement Notice (GPN) that was published in the African Development Bank Group’s Internet website on 30 November 2016.

Moringa Partnership S.A.S. has received a grant from the African Development Bank’s Fund for African Private Sector Assistance to finance the support of micro and small businesses, small-scale farmers, small producers, associations, cooperatives and other support groups that are part of a value chain of large-scale agro-forestry companies that will benefit from investments to be made by Moringa Mauritius Fund. The support includes promoting and introducing new agro-forestry techniques, development of new value chains, strengthening capabilities of producer organizations and enhancing market access.

The Agroforestry Technical Assistance Facility (ATAF) of the Moringa Partnership S.A.S intends to apply part of the grant amount for a Technical Assistance with the Moringa investee ComaFruits S.A.. The goal of this Technical Assistance project Forotigui – Djigui is to enable the development of a supply network of diversified farms in order to improve farmers’ livelihoods and foster sustainable rural development :

  1. To define a sustainable agroforestry system for ComaFruits’outgrower network ;
  1. To mitigate the main constraints to production encountered by farmers, fully exploit the commercial potential of mango production, and foster the development of a sustainable mango value chain in Mali ;
  1. To accompany ComaFruits, and its sister company SOBEMA, in the implementation of activities to support existing recycling channels and projects.

ATAF hereby invites firms to express their interest in undertaking the implementation of Component 1 of the project ‘Socio-economic diagnosis and design of an adapted and diversified agroforestry model’ with the following activities :

  1. A socio-economic analysis of mango farmers ;
  2. A technical and agronomic assessment to define a diversified agroforestry model adapted for smallholder farmers ;
  3. Feasibility study for a diversified sourcing strategy for ComaFruits/SOBEMA from mango farmers and structured supply chain.

The services requested will entail the consultant(s) to travel to Mali as required. The implementation period is three months, starting April 2021. The exact project schedule will be defined together with all “Farmer’s hope” in Bambara, local language stakeholder of the project. The firm will be responsible for implementing the activities as listed above meeting the targets outlined in the project in close coordination with the management team of Asante and Moringa.

The Agroforestry Technical Assistance Facility (ATAF) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group funded operations dated October 2015, which is available on the Bank’s website at https://www.afdb.org/.
