Assignment Title: STUDY ON BEST PRACTICES FOR MOOC DEVELOPMENT

The Arab republic of Egypt has received financing from the Multi-Donor Trust Fund for Countries in Transition (TFT) through the African Development Bank toward the cost of the “Tanmia wa Tatweer – Egypt’s Entrepreneurship Development Project” (TWT), and intends to apply part of the agreed amount for this grant to payments under the contract for “Study on Best Practices for Massive-Open Online Courses (MOOC) Development”.

The purpose of this assignment is to conduct a study on Best Practices for MOOC Development focusing on start-ups to learn from earlier global experience. The study will entail the following: (i) a rapid market assessment of MOOCs for start-ups in Egypt, highlighting those that exist, those that are needed and their specifications; (ii) a desk review of the MOOC platforms used by start-ups in the region and worldwide – at least 5 MOOC platforms; (iii) a rapid assessment of the MOOCs available in Arabic and highlighting specificities relevant to the utilization of Arabic language; (iv) rapid assessment of the technical specifications of at least 3 MOOC platforms; (v) a sample blue print of the courses structure; (vi) Best practices for partnership cooperation; and (vii) tender documents for the development of a MOOC platform for Egypt.

The duration of the contract will be for 3 months.

The Academy for Scientific Research and Technology (ASRT), Tanmia wa Tatweer – Egypt’s Entrepreneurship Development Project, now invites eligible firm consultants to indicate their interest in providing these services. Interested consultants firms must provide information indicating that they are qualified to perform the services (Firm(s) profile, experience of at least 3 years in similar assignments, availability of staff with appropriate skills and resources including acquaintance with Egyptian and regional entrepreneurial ecosystem, biographies of key experts involved in implementation, etc.). Consulting firms may constitute joint-ventures to enhance their chances of qualification.

The shortlisted criteria are :

  1. The consultancy firm is registered as a company in AfDB member countries ;
  2. Have at least 3 years’ experience in similar assignments ;
  3. Key consultants to be proficient in their respective fields and provide evidence of relevant track record of specialized qualifications ;
  4. The firm to have proven experience in developing, designing, analyzing or managing at least two user-interface online platforms, preferably in the field of e-learning ;
  5. Familiarity with the Egyptian ongoing digital transformation process will be an advantage ;
  6. Well-reputed firm with good track record. Evidence provided on reputation and success stories will be needed to get priority ;
  7. Use of innovative, creative and youth-friendly techniques.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at https://www.afdb.org using a Consultants’ Qualifications Selection (CQS) method.
