(CONSULTING SERVICES- FIRM SELECTION)

Assignment Title : STUDY ON INNOVATIVE FINANCING MECHANISM FOR START-UPS

The Arab republic of Egypt has received financing from the Multi-Donor Trust Fund for Countries in Transition (TFT) through the African Development Bank toward the cost of the “Egypt’s Entrepreneurship Development Project”, and intends to apply part of the agreed amount for this grant to payments under the contract for “Study on Innovative Financing Mechanisms for Start-ups”.

The purpose of this assignment is to recruit a consultancy firm to conduct a study with the objectives of exploring new innovative financing mechanisms, specifically geared for start-ups and entrepreneurs, that are adaptable to the Egyptian context and can be readily implemented. This includes defining best practices in entrepreneurship financing used successfully elsewhere, and their potential adaptation to the Egyptian context. Special attention will be given to financing options for different stages throughout the start-up development process The study will highlight necessary reforms, legislations, capacity building, skilling/reskilling, and will define players required for efficient implementation of a set of recommended financing mechanisms for start-ups. The duration of the contract will be for 3 months

The Academy for Scientific Research and Technology (ASRT), Tanmia wa Tatweer – Egypt’s Entrepreneurship Development Project, now invites eligible firm consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience of at least 3 years in similar assignments, availability of appropriate skills and resources including acquaintance with Egyptian and regional entrepreneurial ecosystem, biographies of key experts involved in implementation, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

The shortlisted criteria are :

  1. The consultancy firm is registered as a company or joint venture in AfDB member countries ;
  2. Key consultants to be acquainted with Egyptian and regional entrepreneurial ecosystem, and relevant proven track record of specialized qualifications ;
  3. At least 3 years of experience in similar assignments. Technical proposal to include the firm’s most-notable systems/projects that were developed previously similar to the requested under this assignment ;
  4. Submit a proposed timeline for all milestones within the period of performance and with optimum value for money.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at https://www.afdb.org using a Consultants’ Qualifications Selection (CQS) method.
