  1. The African Development Bank (AfDB) invites eligible consultants to indicate their interest in providing services as Programme Coordinator consultant under the “Desert to Power” (DtP) initiative to ensure the coordination and implementation of the SEFA Desert to Power technical assistance program for developing capacity and expending sustainable energy generation in the Sahel G5 countries ; 
  1. The Desert to Power (DtP) initiative aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale. Specifically, DtP proposes to deliver electricity to 160 million people on-grid and 90 million off-grid and to add solar energy generation capacity of up to 10 GW through a combination of public and private interventions. The initiative covers 11 countries (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan). The initial rollout will focus on the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania and Niger). It aims to develop and implement electrification program based on solar power generation including grid based, mini-grid and off-grid access scale up for households, social and economic infrastructure including energy for productive uses. The Sustainable Energy Fund for Africa (SEFA) is a Special Fund that provides catalytic finance to unlock private sector investments in renewable energy and it is supporting several projects and programs in its three areas of intervention (Green Baseload, Green Mini-Grids and Energy Efficiency), and one of the AfDB vehicles to support the DtP Initiative ; 
  1. Under the leadership and guidance of the Renewable Energy and Energy Efficient Department (PERN1) Manager and the Desert to Power Taskforce, the Consultant’s core duties will include the following activities but not limited to (further details are outlined in the Terms of Reference): (i) Ensure the coordination and implementation of all the components of the technical assistance programme; (ii) Keep information flows with counterparts in the targeted countries; (iii) Coordinate and consolidate feedback on the deliverables and facilitate commissioning; and (iv) Deliver progress reporting, commissioning reports, audits of financial statements, monitoring and evaluation of the programme ; 
  1. Interested Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant Consultants should be registered in the AfDB DACON Consultant Database.   1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the “Procurement Framework for Bank Group Financed Operations”, October 2015 Edition, available on the Bank’s website at: http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation from the Bank to include him/her in the shortlist ;
  1. The duty station for the assignment will be based at the AfDB Headquarters in Abidjan, Cote d’Ivoire ; 
  1. The duration of service is 12 months with possibility of renewal based on satisfactory performance and relevant rules. The tentative starting date is Q2 2021.   1. Expressions of interest must be received by email at the address below no later than Thursday, 25th of March 2021 at 4 p.m. Abidjan local time and specifically mention “Programme Coordinator.”
