Background :

Immunization is a priority high impact intervention that has been flagged as critical to the attainment of the SDGs and Kenya’s development agenda including Universal Health Coverage. While Kenya has a well-established immunization program, coverage has stagnated over the past few years with disparities across and within the 47 counties. To further strengthen the immunization program capacity to address gaps in coverage and equity that has worsened due to the Covid-19 pandemic, Kenya is currently finalizing the development of the National Immunization Strategy which will guide investments for the next 5-year period (2020-2024). As part of this process, the country has or is in the process of undertaking various assessments to generate evidence on the current status of immunization. These assessments include: Coverage and Equity that is near finalization, Effective Vaccines Management (planned for November 2020), DQIP (Desk Review conducted), Immunization Supply Chain Systems Design (Ongoing), National Immunization Strategy (Draft available). These assessments will also inform the application to Gavi for Vaccine, Systems strengthening and Technical Assistance support to Kenya for the period 2021-2024.

To ensure the National Immunization Strategy reflects the situation and is focused on addressing priority problems with the aim of reinstating more resilient immunization services, a Theory of Change (ToC) is planned to be developed. To achieve this, there is a need to engage a consultant to support the development of the ToC for Immunization in Kenya.

 

Justification :

As part of the process of finalizing the immunization equity assessment and development of the National Immunization Strategy, the Ministry of Health through the Immunization program is seeking to develop a ToC for the National Immunization Strategy. The ToC will help in ensuring the programme remains focused and delivers in a more sustainable way. The programme is also preparing an application for GAVI support, and the ToC document will help develop the requests for Gavi Programme Support for the year 2021-2024 and is in line with UNICEF KCO programme. The development of ToC requires the engagement of an external expert with specialized skills as objectivity is required in understanding immunization program gaps and identification of strategies to address the gaps without bias. This consultancy is listed in the 2020 Annual Technical Assistance plan and is aligned to OUTPUT 002: Output 1.2: In 10 or more disadvantaged counties health workers and other service providers have improved resources and skills to provide quality service, care and counselling on maternity and common child illness, immunization, HIV, sanitation, stunting prevention, ECD, and SAM treatment of the Country Office Programme document.

 

Specific Tasks :

The consultant will be responsible for ensuring the accomplishment of the following specific tasks related to the development of the Theory of Change for the National Immunization Program :

  • Orient Ministry of Health Immunization programme staff and in country partners on the principles of development of ToC ;
  • Review all available documents from the various assessments conducted as part of the program Support Rationale (PSR) application and work closely with the country team (MoH National Immunization program staff and Partners) to develop a draft ToC strategy ;
  • Facilitate stakeholders’ consultation to obtain feedback that will be used to finalize draft ToC strategy ;
  • Develop Final ToC strategy for Kenya 2021-2025 Immunization programme strategy.

 

Methodology :

  • Consultant will work under the overall supervision of the UNICEF Kenya Health Specialist (Immunization and Child Health) with support from UNICEF Regional Immunization Coordinator ;
  • The consultant will work virtually with support from UNICEF KCO and Regional office to conduct virtual stakeholder meetings with MoH and partners ;
  • Conduct a desk review of in country Immunization documents (Coverage and Equity Assessment, DQIP, Draft National Immunization Strategy, EVMA Report…) and preparing a report with key inputs to be incorporated in the ToC- (3 days) ;
  • Working closely with Gavi appointed consulting firm and based on the desk review of Kenya country documents, develop orientation materials that will be used to orient Kenya country team MoH National Immunization program staff and Partners) on and inform the development of ToC (1 day) ;
  • Facilitate the orientation of in-country team on ToC and materials to developed to inform the Kenya ToC process (1 day) ;
  • Develop Draft ToC strategy (2 Days) ;
  • Facilitate Stakeholders validation meeting on Draft ToC to obtain their inputs (1 day) ;
  • Develop and share Final ToC for Kenya that incorporates inputs from Kenya stakeholders (2 days).

 

Expected Deliverables :

The consultant will work virtually to undertake the tasks and deliverables outlined in the table below. Note: payment is on satisfactory completion of all the deliverables duly authorized by the Supervisor of the contract. UNICEF holds a right to seek feedback from the MoH on quality of work
of the post holder.

Reporting :

  • Consultant will work under the overall supervision of the UNICEF Kenya Health Specialist (Immunization and Child Health) with support from UNICEF Regional Immunization Coordinator ;
  • Consultancy will be for a maximum period of 10 days staggered for a period of 1 month ;
  • MOH will provide documents as needed for the assignment by the consultant ;
  • Consultant will report progress after accomplishment of each deliverable.

 

Expected background and Experience :

  • Master’s in Public health, Community Health, Planning/Administration ;
  • At least 8 years’ experience in Public Health/Immunization/ development of strategy/ToC documents ;
  • Demonstrable experience working with government, development partners and other stakeholders in health ;
  • Critical appraisal of public health policy and programming literature at postgraduate level, evident by at least one relevant project ;
  • Evidence of critical insight into development of ToC ;
  • Excellence in writing English ;
  • Working in a multidisciplinary team ;
  • A good understanding of Kenyan health and immunization system ;
  • Ability to work remotely/virtually.

 

General Conditions: Procedures and Logistics :

  • Consultant will work under the overall supervision of the UNICEF Kenya Health Specialist (Immunization and Child Health) with support from UNICEF Regional Immunization Coordinator ;
  • Consultancy will be for a maximum period of 10 days staggered for a period of 1 months (21 days) ;
  • MOH will provide documents as needed for the assignment by the consultant ;
  • Consultant must provide own workstation and software ;
  • Consultant must be willing to work virtually.

Payment will be made upon receipt of the following :

  • Successful completion of the tasks and deliverables to the satisfaction of UNICEF and MoH ;
  • Receipt of Invoice

 

Policy both parties should be aware of :

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays ;
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement ;
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor ;
  • For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued ;
  • No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station ;
  • Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand ;
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget ;
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation ;
  • The Form ‘Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.
