The Government of Liberia has received financing Grant from the Korea-Africa Economic Corporation Fund through the African Development Bank, toward the cost of an Agribusiness Database Development Consultancy assignment, and intends to apply part of the agreed amount for this grant to payments under the contract for the hiring of an individual Consultant to conduct an Agribusiness Database Development Consultancy.

The Ministry of Agriculture (MoA) of the Republic of Liberia is mandated to formulate policies and strategies to guide the growth and development of the Agriculture Sector.

The objective is to firmly anchor the value chains approach through reformed regulatory frameworks, private sector investment across critical stages of the priority value chains, availability of sustainable financing solutions for private sector, amongst other key deliverables.

To realize efficient and effective results, the management of MoA needs accurate and up to date economic advice, constraints analysis, value chain and market systems analysis and trade mapping to enable Management to explore options and take evidence-informed decisions to achieve short to medium term objectives.

The Individual consultant will assess the Value Chain Analysis by :

The Consultant will be responsible and/or involved in carrying out tasks including, but not limited to, the following :

The MOA is seeking a consultant to undertake the following :

  • Develop data collection tools that incorporate data elements necessary for a comprehensive agriculture registrar; conduct literature reviews and interviews as needed to inform the development of the tools ;
  • Collect and organize agribusiness data, including collation of any relevant and existing data currently hosted in existing databases and systems ;
  • Update the internal MOA database accordingly following data collection, and perform data quality checks ;
  • Build the capacity of MOA staff in the maintenance of the internal database ;
  • Develop and test the functionality of an agribusiness registrar website; incorporate into the existing MOA website ;
  • Develop a user manual, data management & quality assurance plan, and relevant SOPs for the maintenance and update of the agribusiness registrar ;
  • Conduct training of relevant personnel from MOA, implementing organizations, and other agencies in the use of the agribusiness registrar.

The duration of this contract is Four (4) Months.

Qualifications and Experience required :

  • Masters degree in Information Systems, Computer Science, Software Engineering or a related discipline ;
  • At least 3 years of experience in systems development ;
  • Demonstrated experience in database design and management; familiarity with agriculture information systems and platforms ;
  • Proficient computer skills in MS Office applications, particularly MS Excel and MS Access ;
  • Strong problem solving and organizational skills ;
  • Ability to work independently and under time pressure within task assigned, deliver high-quality work within deadlines, and meet objectives ;
  • Fluency in English.

Borrowers are under no obligation to shortlist any individual consultant who expresses interest.
