Recruitment of a Webmaster and Information System Specialist

 

 

 

  1. The Climate Finance and Environment Division (PECG1) of the African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following position : Webmaster and Information System Specialist ; 
  1. Under the leadership and guidance of the Climate Finance and Environment (PECG.1) manager and the Adaptation Benefit Mechanism (ABM) Specialist, the Consultant’s core duties will include the following activities : 
  • Design a database for projects, project results and incremental costs of adaptation technologies and solutions of ABM demonstration projects ;
  • Design a registry connected to the database for tracking of payments for projects’ results ;
  • Build further the ABM online platform with more features.

For more details, please refer to the terms of reference attached (Annex I).

  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant documents, information on similar services undertaken in the past, relevant experience, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ; 
  1. The position will be home-based. The duration of services is 35 days spread in a period of 20 months. The expected starting date is March 2021. ESTABLISHMENT OF THE SHORT LIST :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
Level of education in general 20%
Educational level compared to the field of mission 20%
Years of experience in general 20%
Number of years of experience relevant to the mission 40%

NB: Only candidates with strong communication skills (writing) on both languages accepted by the Bank (English and French) will be considered for this position.

Annex I: TERMS OF REFERENCE: CONSULTANCY SERVICES FOR A WEBMASTER AND INFORMATION SYSTEM SPECIALIST FOR DEVELOPING AND MAINTAINING THE ONLINE PLATFORM FOR THE ADAPTATION BENEFITS MECHANISM PILOT PHASE

  1. BACKGROUND :

The African Development Bank (“the Bank”) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages the full range and complexity of development challenges in Africa. The Bank has integrated operations lending directly from the public and private sectors through a variety of instruments.

The Climate Change and Green Growth Department assists Country Programs/Departments to manage the Bank Group’s development operations in Regional Member Countries (RMCs). Climate Change and Environmental issues are addressed by incorporating them in the Bank Group supported operations and giving them the visibility required. PECG includes one division responsible for climate finance – PECG.1. Through PECG.1, the PECG Department will identify, design and implement environmental and climate change mitigation and adaptation programmes and projects. These will either be stand-alone or be components of other Bank Group support operations, in particular infrastructure.

The Bank’s Climate Investment Fund (CIF) Coordination Unit, housed in PECG.1, coordinates all work related to the CIFs. The CIFs are a pair of funds to help developing countries pilot low-emissions and resilient development activities.

  1. THE ADAPTATION BENEFITS MECHANISM :

With support from the CIF, the Bank’s own resources and the Governments of Uganda and Cote d’Ivoire, the Bank has developed the concept of the Adaptation Benefits Mechanism (ABM). More details on ABM are available on the Bank’s website. The ABM is now raising finance from a number of sources to launch a pilot phase with demonstration projects in Africa. For the first ABM pilot project funded by the Africa Climate Change Fund (ACCF) and implemented in collaboration with the World Agroforestry Centre (ICRAF), “Cocoa Livelihoods Resilience – enhancing the resilience of smallholder cocoa farmers in Cote d’Ivoire through piloting the Adaptation Benefits Mechanism”, the Bank is looking for a website developer and a webmaster for a period of 3 years to expand further the functionalities of the on-line ABM Platform and update it regularly.

The ABM is envisaged to have an Executive Board and a Methodology panel composed of experts representing various stakeholders for climate change adaptation and be supported by a secretariat. The ABM online platform is providing information and offering a secure space for Board and panel members to communicate. The online platform needs to be further developed to include a database and a registry, as well as information on the project in Cote d’Ivoire and similar projects in the region.

  1. DUTIES AND ACCOUNTABILITY :

The Webmaster and Information System Specialist will provide support to the ABM pilot phase.

The core duties/responsibilities include : 

  • Design a database for projects, project results and incremental costs of adaptation technologies and solutions of ABM demonstration projects ;
  • Design a registry connected to the database for tracking of payments for projects’ results ;
  • Build further the ABM online platform with more features, maximum 50 static webpages and 20 dynamic pages in two languages – French and English. A basic website was already built, and WordPress has been installed. The domain is http://abmechanism.org.

The website should :

  1. Be user friendly and mobile responsive ;
  2. Use standard CMS (e.g. WordPress, Drupal) ;
  3. Be optimized for low bandwidth users ;
  4. Be compatible with the current versions of the following browsers (Firefox, Internet Explorer, Safari, and Chrome), as well as Internet Explorer version 6 onwards ;
  5. Be secured ;
  6. Have comprehensive search functionality ;
  7. Integrate an online payment application ;
  8. Develop a log-in private area for members of the ABM Executive Committee and its supportive bodies ;
  9. Follow the Bank’s corporate graphic charter guidelines.
  • Ensure the search engine optimization ;
  • Enhance the anti-hacker and antivirus plan for the website ;
  • Warranty and maintenance service for 2020-2021: Manage updates and online publishing in French and English upon request in timely manner. Documents and graphics, such as logos and images, will be provided by the Bank ;
  • Prepare a manual for the technical operation of the on-line platform in English and organize one video call training to assist Bank’s staff ;
  • Write and edit short texts in French ;
  • Provide a final detailed report analysing progress, trends and areas to be improved. The reports should also include comprehensive and cumulative figures for views, and downloads; and
  • Any other activities reasonably requested by the management.

The Webmaster and Information System Specialist will work closely with the ABM Specialist of the Bank and with the assigned officer from ICRAF and will report to the ABM Specialist, the PECG.1 Manager and the Bank’s CIF Communication and Knowledge Management Specialist.

  1. SELECTION CRITERIA :

We are looking for a flexible and proactive information technology expert to deliver quality outputs, which will contribute to enhancing the resilience and adapting to the negative effects of climate change of vulnerable communities in Africa and developing countries in other regions.

The key selection criteria for this position are :

  • Master’s degree in information and communication technologies or other relevant area with a minimum of 5 years experience ;
  • Proven experience of web design and support in the international development sector ;
  • Strong experience in developing in well-known and widely used open source platforms, such as Drupal, Joomla, WordPress, etc. ;
  • Experience using Web development technologies in e-commerce / Online Payment Systems context ;
  • Demonstrated knowledge of security measures for online platforms ;
  • Enthusiastic, highly motivated and able to work without close supervision ;
  • Strong planning skills ;
  • Strong English and French language writing skills.
  1. CONTRACT DURATION :

The contract is part-time. It will commence at the completion of the selection, upon its signing and last for a period of 20 months. The tasks should be completed within 35 days spread upon a period of 20 months. The post is home-based and may require one mission to Abidjan, Cote d’Ivoire. Detailed work plan will be agreed with the ABM Specialist and the PECG.1 Manager upon commencement of the assignment.

  1. REMUNERATION :

The proposed remuneration will be defined based on the candidate’s financial proposal in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience. The payments shall be made through a Bank transfer, every 2 months on the basis of satisfactory performance against deliverables to be agreed in a work plan, which shall be prepared by the Consultant upon commencement of the assignment.
