Background

Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. Johanniter International Assistance (JIA) is the operational unit for humanitarian aid. The Federal Headquarters (HQ) is based in Berlin, Germany. Our Global Strategy 2027 focuses on three programmatic working areas: disaster response and preparedness, health and livelihoods, with climate change and gender equality as crosscutting issues. www.thejohanniter.org. Johanniter International Assistance (JIA) is presently supporting and implementing projects in 20 countries in Africa (Mozambique, South Sudan, DR Congo, Kenya, Uganda), South East Asia (Cambodia, Myanmar, Thailand, Philippines) Latin America (Ecuador, Colombia, Bolivia), the Middle East (Jordan, Lebanon, Occupied Palestine Territory, Syria, Iraq), Ukraine, Moldova and Afghanistan. Except for South Sudan, DR Congo and Mozambique, we mainly work with partner organisations to implement our programmes. Country offices vary in size, staff and field staff complement depending on the programmes implemented.

As part of our global strategy, we want to develop and implement a Global Compensation and Benefits framework structure that supports our goals and attracts and retains the best people.

Present Compensation and Benefits System

At present employees employed with Johanniter International Assistance (JIA) fall into the following categories:

  • Employees employed at HQ – salaries are tariff bound and paid in line with the German labor law;
  • Expatriates employed through HQ and seconded to the various country offices throughout the world. Salaries are paid in accordance with the German tariff bound system and receive additional benefits, like annual special bonus, rest and recuperation, medical insurance, Cost of Living Allowance, social security, settling in and rental allowance. As all Johanniter expatriate posts are unaccompanied posts no family allocations and no other services for family members are paid for by Johanniter;
  • National staff members employed at country level are remunerated in line with the national labor laws and Johanniter National Staff guidelines. Salaries and benefits are developed in each country based on local benchmarks with other similarly sized organisations.

Job Profiles

Johanniter has developed global job profiles and country offices are encouraged to use those as basis to develop their country-specific job descriptions

Present Taxation Practice

For HQ and National Staff Johanniter is acting as tax withholding agency.

Expatriates are expected to be tax registered. It is the expatriate’s responsibility to pay taxes in their respective home countries. Johanniter covers country specific taxes.

Challenges

There is a lack of coherence in reward between and within different categories of staff (HQ, Expat, National Staff) and unclear competitiveness of packages offered:

  • No coherent job grading system between HQ, Expat, National Staff;
  • No coherent salary grid structure between country offices for National Staff (how to apply benchmarking, pay grades, seniority steps, inflation adjustments etc.);
  • The current system makes global mobility between the different categories of staff difficult (e.g. from national staff to expat);
  • The expat benefit package is outdated and not meeting the needs (e.g. no family package, lump sum housing allowance is not taking into account different housing costs in different countries, no support in moving costs considering that expat staff often require additional support as households move with the expat staff member, especially when it comes to families;
  • No harmonization of national staff benefit packages (housing allowance, transportation allowance, communication allowance, medical insurance and provident fund/social security) besides the country labour law requirements.

Scope and Objective of the Consultancy

The objective of the consultancy is to develop:

  • A global, equitable, transparent, aligned and fair grading system for all positions within Johanniter International Assistance;
  • A global, equitable, transparent, and fair reward structure for all employees of Johanniter International Assistance that allows for mobility;
  • A transparent and legally compliant taxation framework.

The aim is to attract and retain qualified talent within our organisation that is satisfied with the packages we offer. Salary packages should be designed in such a way to ensure that they are competitive in the market of selected comparable NGOs. The survey results are intended for internal use only within Johanniter International Assistance.

Expected Results of the Consultancy

  • Develop an agreed functional grid, grading structure, principles and job evaluation/grading tool;
  • Develop global compensation and benefits principles aimed to harmonize and standardize processes/procedures throughout the organisation;
  • Review existing pay structures and develop a national pay policy (salary grids and Min-Max Standards for Benefits) incl. benchmark with relevant NGOs;
  • Propose a harmonized salary structure (Incl. tensions, seniority levels) and an approach on a benchmarking methodology;
  • Revise the present expat package and existing benefits and propose an expat package that is in line with best practice in the humanitarian space as well as the Johanniter HR strategy;
  • Develop and propose an expat tax regulatory framework;
  • Present a final report to management including market survey data, proposed grading structure, job-grading methodology and harmonized grading and salary structure for review, approval and adoption.

Methodology and Deliverables

The consultant is requested to use a participatory approach based on diversity, equity and inclusion of all relevant stakeholders at Head Quarter and Country Office level.

  1. Proposal on project design and methodology detailing deliverables that will be achieved with a clear time frame and planned activities (incl. Johanniter country offices and benchmark organisations);
  2. Comprehensive data analysis including analytical tools/models that can be used in future;
  3. Job grading and salary as well as benefit survey tool(s) that can be reused in future;
  4. Written instructions of how to use the models for future surveys;
  5. Final report (including market survey data, methodology, analysis, harmonized grading structure and global reward system).

All deliverables are to be presented in English.

Experience and Skills

  • Relevant studies (e.g. law, HR business administration);
  • Several years of professional experience in Human Resource Management with proven experience of conducting job evaluations, benchmarks on salary and benefits as well as developing taxation frameworks Compensation & Benefits;
  • Proven experience of conducting salary and benefits surveys for INGOs;
  • Critical thinking with the ability to research and analyse data from multiple sources to identify issues and make appropriate recommendations and influence decisions;
  • Strong Excel and analytical skills, knowledge of salary surveys and benchmarking methods;
  • Ability to translate compensation issues in a way that stakeholders can understand;
  • Working knowledge of an approved Job Evaluation system;
  • Excellent communication skills in German and English are a prerequisite; other languages, French, Spanish are an advantage;
  • Creativity to develop intelligent solutions;
  • Confident presentation and facilitation skills;
  • Ability to work in a team and deal confidently with project teams;
  • Ability to work under pressure and strict deadlines.
