Request for Expression of Interest

Evaluating the African Development Bank’s Strategy and Programs in Angola (2011-2020)

  1. The African Development Bank Group (AfDB or the Bank) hereby invites individual consultants to indicate their interest in the following assignment : Consultancy Services for a Country Strategy and Program Evaluation: the Republic of Angola (CSPE Angola), henceforth “the assignment” being carried out by its Independent Development Evaluation function (IDEV) ;
  2. The Angola CSPE will assess and report on the following :
  • The relevance, effectiveness, sustainability and the development results of Bank strategy, programs and projects; and
  • The design and delivery of Bank projects/programs, as well as efficiency, coordination and management for results.

The CSPE of Angola is the first to be undertaken by IDEV in the country, and in line with its practices and purpose for CSPEs, the evaluation is expected to (i) establish independently the Bank’s performance and contribution to development in the country; and (ii) to identify lessons to inform the preparation of a new CSP after the completion of the current one in 2021 as well as relevant issues to inform the Bank’s future engagement in Angola – with a view to improving results. The overall portfolio for the period under review comprises 23 public sector and 2 private sector operations. The Bank’s operations in Angola focuses mainly on infrastructure development, notably energy, water and agriculture, governance, social development and private sector development support.

  1. The services to be provided under the Assignment will include the following :
  • Inception Report : The Lead consultant will produce an inception report which will build on a detailed term of reference to be developed by IDEV’s task manager. This report will have to map, document and review background information, identify available data, assess data quality, identify information gaps and finalize the methodology for the evaluation. During the inception phase of the evaluation, the Consultant will be required to work with the rest of the evaluation team to finalize the methodology, approach and detailed work plan for the entire exercise with support from IDEV. The inception report will have to be validated by IDEV ;
  • Data collection and analysis : The consultant will carry out the tasks as stipulated in the Inception Report including undertaking data collection and analysis, which will involve collection of primary data to complement the review of project documents, available self-evaluation evidence and other secondary data to fill data gaps. All data will be triangulated to create the evidence base to support evaluation findings and conclusions ;
  • Reporting : The consultant will lead and contribute aspects of a technical evaluation report which will include ;
  • All findings and conclusions from the different assessment levels and dimensions of the Bank’s program for the period understudy and ii) supporting evidence and appropriate explanation of methods used. The consultant will contribute to a Summary report to be prepared by IDEV for consideration by the Board.
  1. IDEV invites applicants to indicate their interest in providing the above services. Interested eligible candidates shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, their availability for the stipulated period, and other relevant details to support the submission) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants available on the Bank’s website. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is six (6) months and the estimated starting date is mid-September 2020 ;

Expressions of interest must be received at the address or to the email contacts below no later than 5 August 2020 at 12 noon local (Abidjan) time and specifically mentioning the name of the assignment in the title. Expressions of interest should be written in English however candidates are expected to have proficiency in Portuguese language.

  1. Establishment of the short list :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest.

The consultants on the shortlist will be judged on the following criteria based on their updated resume.
