Main Purpose

Under the general guidance of the Unit Head, the Programme and Budget Specialist analyses programme and budget proposals for completeness, correctness and conformity with the programme and budget guidelines; advises programme managers on the programme and budget process, from planning to implementation and reporting for all funding sources including voluntary contributions, providing guidance for an effective and efficient management of financial resources during the implementation of the budget; and prepares financial reports.

Role

The Programme and Budget Specialist is: (1) a financial analyst, reviewing cost and programme data, analysing and interpreting financial information and preparing reports; (2) a liaison, coordinating and giving advice to programme managers to ensure effective budget preparation, an effective and efficient management of financial resources during programme implementation and the consistent application of financial rules, regulations, policies and procedures; and (3) a team leader and a team member, working together and overseeing the work of other members of the section and implementing improvements in the section’s processes with the use of new technology and best practices.

Functions / Key Results Expected

– Provide guidance and support to programme managers and relevant staff on the programme and budget process, including implementation, to promote efficient and effective use of resources and to ensure that guidelines, policies, rules and regulations are fully understood and correctly applied.
– Review of voluntary contributions agreements, donor reports, related processes and internal controls. Provide guidance and support to programme managers and relevant staff on set up and implementation of extra budgetary contributions, including those from the European Commission under the FAFA framework.
– Carry out any special studies and analysis requested by supervisors with respect to financial-related matters and make appropriate recommendations on the application of the results.
– Prepare various finance and budget reports and analysis for Member States, the auditors and other UN system organizations such as the CEB (Chief Executives Board for Coordination).
– Provide functional support and maintenance of budget software applications and actively participate in their upgrading, leveraging on the IAEA’s enterprise resource planning system AIPS (Agency wide Information System for Programme Support).
– Analyse and document business processes in respect to the programme and budget preparation and implementation, contributing to their streamlining and simplification.
– Review the work of budget assistants for accuracy and correctness.

Qualifications, Experience and Language skills

– University degree in financial management, accounting, business administration, or a closely related field.

– A recognised professional accounting certification is an advantage.

– A minimum of five years of working experience in budget and/or accounting, including some experience at the international level.
– Experience with voluntary contributions. Experience with European Commission funding agreements and the FAFA framework desirable.

– Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
