The post is located in the Sustainable Livelihoods Unit (SLU), Drug Prevention and Health Branch (DHB), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Officer (Livelihoods and Environmental Crime) and the overall guidance of the Chief, SLU, heading the Global Programme for Combating Wildlife and Forest Crime, and the Chief, Corruption and Economic Crime Branch (CEB). The focus of this post is to plan, organize, coordinate and/or provide substantive input and backstopping to the development, implementation and monitoring of the UNODC projects related to investigation of corruption and other financial crimes linked to wildlife, forest and fisheries crime cases.

Responsabilités

Within assigned authority, the incumbent will be responsible for the following duties:

•Provide substantive support in the implementation of mandates received from the Conference of the States Parties and its Working Groups, particularly in relation to the prevention and investigation of corruption related to wildlife, forest and fisheries crimes. as it relates to crimes that have an impact on the environment.

•Provide technical assistance and support to national authorities, as well as to academia, the private sector and civil society, in efforts to prevent and combat corruption related to wildlife, forest and fisheries crimes.

•Plan, organize, coordinate and provide substantive input and backstopping to the development, implementation and monitoring of the UNODC projects, project components and activities on corruption related to wildlife, forest and fisheries crimes, in particular with the view of supporting Member States to initiate and advance financial investigations related to such crimes.

•Coordinate the joint work on strengthening financial investigations related to wildlife, forest and fisheries crime cases and closely liaise with relevant UNODC units, including SLU, Corruption and Economic Crime Branch (CEB) and UNODC’s field offices as well as with relevant external partners.

•Coordinate and support forensic accounting and/or other financial investigations teams, including those providing mentorship relating to investigations in public sector organizations.

•Coordinate and provide substantive expertise and guidance to support a group of expert consultants engaged to provide forensic accounting mentorship to Member States on financial investigations related to wildlife, forest and fisheries crimes.

•Research, analyse and present information, including on issues and trends on financial crimes related to wildlife, forest and fisheries crime cases gathered from diverse sources; prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

•Monitor and analyse programme and project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.

•Monitor and review best practices, methodologies and programmes in the area of financial crimes related to wildlife, forest and fisheries crime.

•Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

•Undertake outreach activities; design and conduct workshops, seminars, etc.; make presentations on assigned topics/activities.

•Participate in or lead complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

•Cooperate and coordinate with field offices, UNODC programmes and other relevant entities on matters pertaining to financial crimes related to wildlife, forest and fisheries crime.

•Attend policy-making and expert group meetings to monitor, analyze and advise on events and discussions, representing UNODC at international fora as required.

•Perform other work-related duties as required.

Compétences

•Professionalism: Has knowledge of policies and practices in international crime prevention, specifically as relates to wildlife, fisheries and forest crime/environmental crime and associated crimes such as corruption and money laundering. Has knowledge of the mandates of the UN Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Has professional competence in technical assistance issues, programme development and execution. Demonstrates ability to provide effective specialized guidance in a broad range of development assistance issues and to resolve issues/problems with counterparts and cooperating institutions. Has ability to prepare reports and papers on technical issues as well as rationale with respect to key technical assistance decisions. Has sound programme management skills including knowledge of relevant United Nations rules and regulations. Formation

Advanced university degree (Master’s degree or equivalent) in accounting, business administration, law, statistics, public administration, social sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree. A professional accountancy qualification is desirable.

Expérience professionnelle

A minimum of 5 years of progressively responsible professional work experience in the field of crime prevention and/or anti-corruption is required.
Experience in working on forensic accountancy, financial investigations, financial audits, financial compliance or related fields is required.
Experience in preventing and addressing environmental crimes is desirable.
Experience with national financial intelligence units or anti-corruption authorities is desirable.
Experience in project management and implementation in the United Nations or other international, regional or national organizations or non-governmental organizations is desirable.
Excellent command of word processing and spreadsheet packages and experience with intelligence/analytical software is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other UN official languages is an asset.

Notice spéciale

This temporary position is currently available for a period of six months. Actual filling of these positions and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
