Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Monitoring Facilities Operations Unit, Operations Section, International Data Centre Division (IDC).

Under the supervision of the Head, Monitoring Facilities Operations Unit, to:

Duties and Responsibilities

  1. Monitor the operations and data quality of Seismic, Hydroacoustic and Infrasound (SHI) IMS stations including evaluation of station performance; identify problems with data acquisition or data quality and communicate with the station operators; calibrate IMS stations and evaluate calibration results.
  2. Review, make preliminary evaluation, classify and update reports as well as ensure proper distribution and storage thereof. Assure conformity with the IMS operational procedures.
  3. Contribute to the evaluation of the station operators through monthly reports and summary reports.
  4. Participate in the IMS station troubleshooting, evaluation and reporting. In coordination with the PTS maintenance and support staff and with IMS station operators, manage incidents and provide assistance for first level maintenance at the IMS stations. Contribute to the development of policies for operations and maintenance of IMS networks as needed.
  5. Prepare Post Certification Activity (PCA) terms of reference for contracts and assist in the evaluation of the new proposals.
  6. As part of a team, participate in Operations Centre activities, monitor the status of the IMS Network and provide assistance on the development of new procedures. Collaborate in the development of operational procedures and contribute to the development of technical documentation as required.
  7. Visit IMS stations periodically for training purposes and to review the performance of station operators.
  8. Contribute to the coordination with diplomatic missions and technical organizations on operational arrangements for seismic facilities of the IMS.
  9. Perform other duties as assigned.

Education

  • University degree in geophysics, physics, physical or computer sciences, engineering or a related field.

Work Experience and Qualifications

  • At least five years relevant working experience, preferably part of which should have been in a national or international environment, in seismic and/or acoustic data acquisition systems, calibration of these systems, analysis of SHI, raw data quality monitoring and evaluation.
  • Knowledge of instrument response, SHI data exchange formats and protocols, computer networking principles and communications technology.
  • Experience in computer-based systems, preferably Linux-based including programming languages, data processing tools, relational databases and TCP/IP networking concepts.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
