Position Background

As part of the ECOFISH Project team, the Monitoring Evaluation Officer will based in Bangladesh to support the monitoring, evaluation and learning (MEL) system and activities under the Bangladesh component of the Enhance Coastal Fisheries in Bangladesh (ECOFISH II) project. The post holder will coordinate support for high-quality data collection and strong data management and learning to ensure the project:

  • Effectively enables “Monitoring and Evaluation” of activities of the project implemented by the WorldFish with national and international partner institutions with direct assistance from MEL of ECOFISH II project Activity
  • Data Quality Assessment (DQA) is to provide oversight for the ECOFISH II M&E system in terms of validity, precision, reliability, integrity and timeliness. DQAs used to review and improve data quality, integrity and their use for activity management.
  • Maintain management information system where ECOFISH II use a web-based data management system that permits users to easily report on data collected from field locations.
  • Also effectively maintain of MEL dataflow and documentation, responsibilities of the MEL field team and data capturing system, data reporting and use
  • Effective collaboration with other WorldFish projects in the field of Bangladesh and HQ.

S/he will ensure monitoring and delivery of the four main interdisciplinary results:

Sub-IR 1.2: Improved adaptive co-management and fisheries governance.

Sub-IR 2.1: Improved livelihood resilience of coastal fishing communities.

Responsibilities

  • Household monitoring for capturing the performance of AIGA and livelihood support received from project and progress monitoring of different events/demonstration for ZOR, MPA and MRE.
  • Visit to ZOR, MPA and MRE sites and support to Research Associate (RA)/ Research Assistant (RAs) on the use of MEL tools and database and on issues of data quality, as well as compliance on MEL standards and processes integrated in the project design for ZOR, MPA and MRE.
  • Checking, cleaning and consistency of data for HHs and beneficiary’s selection (dry fish, Seaweed, green mussel, seabass etc.) and different event (training, meeting) and provided support from project.
  • Organizing and maintaining records, (electronic and hardcopy), database, and providing general information flow within station office and partner NGO.
  • Assist in designing and development excel and MS Accesses database for Baseline, Performance Monitoring Survey and maintain off-online database for ECOFISH activities for ZOR, MPA and MRE.
  • Advise and support to Research Associate(s)/ Research Assistant(s) on the use of MEL tools and database and on issues of data quality, as well as compliance on MEL standards and processes integrated in the project design
  • Keep necessary communication with different sites (ZoR, MPA and MRE), the Research Associate(s)/Research Assistant(s) and other necessary staff in data collection and make arrangement to receive data on time.
  • Provide training on the MEL system as well as support and oversight with ECOFISH partners (E.g. NGO and Universities) to develop program monitoring plans, data quality assessments, clarify roles and expectations for MEL.
  • Prepare MEL reports of the project and share and update of the ECOFISH project activities in the CGIAR MEL platform
  • Support the MEL Manager in oversight and supervision of field staff inputs, in the monitoring of the results framework and in the development of annual work plan of the project.

Requirements

This job might be for you if you have the below skills and qualifications:

  • Master of Social Science/Agricultural Economics or related areas from any reputed university with strong knowledge on data management and monitoring.
  • At least 3 years of working experience in the area of knowledge/information management activities.
  • MS office suit specially in MS Access/Kobo based data form.
  • Experience in data management and analysis, data interface design.
  • Report preparation, e-mail browsing, fax, documents filling.
  • Excellent proficiency of spoken and written English and Bangla.
  • Able to undertake regular fieldwork, traveling by boat/ other available means.
  • Excellent proficiency of spoken and written English and Bangla.

Desired Skills and Qualifications

  • Microsoft office suit especially in Microsoft Access.
  • Candidates having advanced degree/ trainings will be given preference.
  • Knowledge of fisheries and aquaculture.
