Grants Manager, Bangladesh Access to Finance Activity

ACDI/VOCA is seeking a Grants Manager for an anticipated access to finance program in Bangladesh funded by USAID. The program will increase access to finance for small- and medium-sized agribusinesses, smallholder farmers, and the rural poor to become more creditworthy, and stimulate increased lending from banks, microfinance institutions, and other lenders through the use of blended finance.

The Grants Manager will be responsible for the grants-related procurement, subcontracting and grant processes and will monitor all grant and subcontract implementation activities to ensure compliance with ACDI/VOCA and donor guidelines and budget. The program is anticipated to start in 2023 and this position will be based in Dhaka, Bangladesh.

Responsibilities

  • Develop and manage the sub-grants and subcontracts portfolio, sub-grant funding, and usage of funds;
  • Work with technical team to identify potential activities and grantees that meet project objectives;
  • Prepare grant solicitations, proposal and budget guidelines, and grant funding instructions and procedures and coordinate grantee selection process;
  • Establish detailed systems and procedures for management of grants activities, including the preparation of grant agreement templates and other compliance-related documents related to the solicitation, review, and approval of grant requests, as well as the monitoring and close out of grant awards;
  • Develop grant budgets, prepare cash forecasts, and monitor grant expenditures;
  • Administer all local grants and subawards including provision of technical oversight on award management and performance monitoring;
  • Conduct mandatory training for all grantees/subawardees regarding financial and technical reporting requirements;
  • Prepare due diligence reports for each selected applicant;
  • Conduct grantee/subawardee site visits as appropriate with the MEL team.

Qualifications

  • Bachelor’s degree in international development, business, economics, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of experience in a senior level finance and/or grants position at an international development organization.
  • Knowledge of and experience with USAID’s rules and regulations, and with current standards and guidelines regarding grants is preferred.
  • Experience in institutional strengthening required and of working with rural communities preferred.
  • Fluency in English and Bangla required.
