Job purpose

The World Organisation for Animal Health (WOAH, founded as OIE) is an intergovernmental organisation recognised by the World Trade Organization as the reference Organisation for intergovernmental standards concerning the sanitary safety of international trade of animals and products of animal origin and zoonoses, and is in charge of improving animal health, veterinary public health and animal welfare worldwide, as well as transparency of the global animal disease situation. WOAH maintains permanent relations with nearly 75 international and regional Organisations and has 13 regional offices around the globe.

WOAH Europe region has 53 Members, the permanent relationship with those Members and WOAH activities in the region are manage by 3 offices: the Regional Representation is in Moscow, and 2 Sub-Regional Representation, one based in Astana and the other in Brussels.

The GFTADs (Global Framework for the Progressive Control of Transboundary Animal Diseases) is a join initiative of FAO and WOAH, with the expected participation of WHO for the zoonoses, to achieve the prevention, detection and control of transboundary animal diseases (TADs) and in particular to address their local and global dimensions. The GFTADs is a facilitating mechanism which will endeavour to empower regional alliances in the fight against TADs, to provide for capacity building and to assist in establishing programmes for the control of certain TADs based on regional priorities.

The Project Officer will support the implementation of the WOAH Strategies on GFTADs at Regional and Sub-Regional levels. He/She will form part of an international network of WOAH staff, working on this subject, with colleagues in regional and sub-regional Representations and WOAH Headquarters. He/She will also contribute to the oversee the implementation of the WOAH mandate in relation to animal health, veterinary public health and welfare in Europe sub-regional representation in Brussels, in line with the 7th WOAH Strategic Plan. A particular emphasis will be on coordinating with colleagues in the Europe region the activities regarding GFTADs and to be the main contact point with the EU regarding GFTADs activities and the European Union Contribution Agreement for Europe.

Missions and activitiesAfrican Swine Fever secretariat for Europe region
– Brussels office is the secretariat for African Swine Fever under the GFTADs and the officer will be in charge of managing the activities in relation with this topic;
– The GFTADs ASF activities will be conducted in close coordination and collaboration with the Moscow office;
– Work in collaboration and coordination with FAO, our partner on the GFTADs and with the European Commission who has the presidency of the GFTADs in Europe will be needed.

Regional GFTADs activities
– Represent Brussels office in the GFTADs activities of the region;
– Participate in GFTADs meetings and workshops when needed, a particular attention will be given to rabies as other activities in the office occurs around this topic.

Coordinate the workplan of the EU Contribution Agreement in Europe Region
– Following-up and assisting in activities covered by the Agreement;
– Main contact point for DG Sante, Headquarters and other offices in the Region regarding the implementation of the workplan.

Provide general support to the work of the Sub-Regional Representation
– Assist the Sub-Regional Representative in managing the day-to-day technical issues in the sub-region, including following up member countries on required information, conducting country visits, among others;
– Carry out other related activities as assigned by the Director General, the Regional Representative or the Sub-Regional Representative.

Qualifications and Experience

Qualifications:
– A degree in Veterinary Medicine or equivalent qualification (e.g. Microbiology, Animal Scientist, Food Scientist) in animal production and health sector relevant to the duties of this role;
– At least 5 years of experience in project coordination;
– At least 3 years of professional experience in an international context;
– Experience on Animal Health related topics will be an asset.

Requirements:

Technical skills:
– Excellent spoken and written English including report writing;Analytical and problem solving skills;
– Proficient in the use of MS Office (i.e. Word, Power Point, Excel).

Working conditions
– Duration and type of contract: 2-year renewable international contract
– Location: WOAH Sub-Regional Representation in Brussels, Belgium
– Salary range proposed for this position on a full-time monthly basis:
. The position is offered on a full-time basis only (39 hours of work per week)
. Annual gross: 38400-42000 euros per year (commensurate with qualifications and experience)
. Monthly gross: 3200-3500 euros per month (commensurate with qualifications and experience)
