Duties and Responsibilities
  • Ensures the implementation of the Global Fund programme (HIV/AIDS and TB) through the coordination of the Sub-recipients’ (SR) activities against those planned under the Grant to ensure compliance and execution in line with the National HIV/AIDS and TB response strategies and the Grant.
  • Ensures thorough review of SRs quarterly reports and certification of achievement of program targets linked to approved budgets.
  • Ensures engagement with the relevant national counterparts for effective and timely preparation of the quantification of health commodities, timely delivery of non-health and health products and monitoring of the procurement and supply chain management plan.
  • Works with the Monitoring & Evaluation and PSM teams in the Project Management Unit to implement M&E and PSM plans as approved under the Grant.
  • Proactively undertakes regular monitoring of project sites independently as well as jointly with other PMU colleagues, MOH, LFA and other partners.
  • Monitors the budget closely and, in liaison with the Finance Associate, conducts a qualitative analysis of the performance of the budget by cost inputs and partners the analysis is to be shared and discussed at PMU management meetings.
  • Contributes quality and timely inputs to the development of Progress Report Update and other donor reports, UNDP corporate reports, including ROAR and risk frameworks.
  • Identifies bottlenecks related to the implementation of the Grant, proposes mitigation measures and supports and follows their execution.
  • Promotes knowledge generation through identification, documentation and dissemination of achievements, best practices and lessons learned directly linked to the Grant.
  • Performs any other programmatic task assigned by the supervisor and related to the Grant.
Required Skills and Experience
Education:
  • Secondary education;
  • Bachelor’s degree in relevant sphere would be desired.
Experience:
  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant experience in programme/project coordination in health, education and social spheres or any other relevant fields.

Languages:

  • Fluency in Russian (written and oral).
  • Working knowledge of English (oral and written) shall be considered as an asset.
