Save the Children recruits a Sub Grant Officer  (200003DH) in Lashio

Key areas of accountability : 

Budget and Fund Disbursement

  • Desk review of Partners’ financial proposal, reports and share findings with Programme Manager and respective budget holders (Project Managers from Education, CRG and CP program).
  • Coordinate with three Project Managers and Program Coordinators for the review and revise partners budget in line with agreed work-plan.
  • Participate in review and analysis of the budget of the partners and provide necessary feedback and assist to Programme Manager.
  • Ensure sub-grants are issued on timely manner to the partner organizations and budget spend is in line with policies.
  • Assist Programme Manager in budget negotiation, budget revision and reprogramming.
  • Maintain sub-grant tracking sheets and conduct a periodic reconciliation of partners’ data in Agresso information system and make necessary adjustment, reclassification etc, if required.

 

Policy

  • Ensure the partner organizations are complying with all the donor and SCI policies and procedures as agreed on partnership contract/agreement.

 

Financial Monitoring and Compliance

  • Undertake periodic spot check service on grant management and book-keeping by partner organizations (on-the-spot audits).
  • Assist in preparation of the partner’s agreements ensuring partners agreement covered all necessary SCI and donor’s policy and procedures.
  • Ensure the adjustments through GLOS/CAPCOS are accurately prepared and posted in the system.
  • Monitor and update partners’ and field budget system on monthly basis. Provide guidance to partners either directly or through Program Manager for effective use of sub grants.
  • Monitor spending rate of ECHO program (Education, Child Rights Governance and Child Protection) and report to respective managers.
  • Involve for pre-award assessment of partners capacity before going into any contract.

Agreement/Amendment

  • Involve in pre-award assessment of partners capacity before going into any contract.
  • Ensure the partner’s agreements are prepared / amended on time.
  • Partners agreement covered all necessary SCI and donor’s policy and procedures.
  • Support payables unit in estimating the fund requirement for partners (monthly/quarterly).
  • Work on sub-grant closeout process.

Capacity Building

  • Assist Programme Manager in capacity building of local partners and conduct need assessment.
  • Provide accounting and financial monitoring training for partners including Fraud awareness and other updated SCI policies.
  • Organized training to build the capacity of partner’s support staffs regards on logistic and procurement, fix asset management and other administration things.
  • Provide technical aspect to Program and Project Managers budget phasing/planning and management. 

 

Program Management

  • Prepare relevant documents for bank transactions from Yangon to (MNGOs) partners’ Bank account.
  • Assist in preparation of requisitions and follow up procurement procedure, and other program related administration works.
  • Receiving and checking the partners’ financial reports and feeding back if necessary.
  • Closely work with Funding & Awards team for financial report preparation and budget amendment as necessary.
  • Any other tasks assigned by Programme Manager in relation to administration and logistics tasks.
  • Participate in the planning of grant specific audit.
  • Prepare and/or review the monitoring report after monitoring visit.

Other

  • Other tasks as assigned by Programme Manager/needed.

Child Safeguarding Responsibilities

  • Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding among staff members.

 

Qualifications  

Bachelor’s degree preferably in Finance or Economics or equivalent qualifications such as LCCI level 3 or experience in the related field.

Experience and skills 

  • Minimum 3 years’ experience in admin and finance fields, dealing with different partners, monitoring, micro grants/sub grants and detail expenditure of MNGOs /CBOs are preferable.
  • Provision of micro grants/sub grants and monitoring detail expenditure of local NGOs are preferable Less than or equal to 1 year experience.
  • Experience and knowledge of simple project book-keeping/accounting and budgetary control
  • Confidence to interact with staff from partner INGOs, LNGOs, CBOs and with the government authorities
  • Willingness to travel to field offices occasionally to support and monitor the work of partners’ activities.
  • Strong interest to learn more about local organizations, capacity building, M&E and participatory development
  • Proficiency in Microsoft package especially in excel and excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
  • Communicable in written and spoken English
  • Excellent analytical skills – the ability to analyse complex financial data and design an dprocedure effective management information.
  • Sound knowledge of budgeting and budget management.
  • Excellent understanding of financial systems, internal controls an dcontractual compliance.
  • A full appreciation of the value of co-operation, both externally and within a team environment.
  • Ability to contribute to a small, proactive team, motivating staff and working collaboratively wity colleagues and providing support and advice as necessary.

Management

  • Good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

  • Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.
