SI has been in Myanmar since 2008. For the first three years, SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012, SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator. In 2020, 18 international staff and 300+ national staff are working within SI to implement 7 contracts (on-going) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, OCHA, CDC and UNICEF.

In 2020, the mission had an approximatively financial volume of 6+ million euros. The forecast budget for 2021 is similar.

General objective

The Field Coordinator has the role of delegated Country Director for a region of a country in which SI intervenes. As such:

  • He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
  • He/she checks and ensures that projects are carried out in accordance with SI charter, respecting all internal and contractual procedures
  • He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
  • He/she coordinates the teams in place and is responsible for their security and safety in his/her assigned zone.
  • He/she is the Country Director’s direct contact and representative

In May 2021, the Kachin Base employs 3 international staffs and 46 national staffs.

Main challenges:

  • Support the evolution of SI’s rolein the region: from implementer to capacity-builder and technical advisor.
  • External relations :strengthen the relationships with partner organizations (both international and local) to support collaborative projects ; improve the coordination with the other humanitarian actors in Kachin
  • Security management and access strategyin lights of the recent political developments
  • Advocacy:support and advocate for SI’s WASH strategy in Kachin; and SI’s positioning regarding the IDP’s crisis.

Priorities for the first months:

  • Strengthen the security management of the base and context evolution follow up (in link with the humanitarian community in both Bhamo and Myitkyina)
  • Adapt the HR set up and priorities, with regards to the evolving Covid19 situation
  • Ensure a proactive external representation and partnerships ; strong coordination with humanitarian actors in terms of advocacy/sustainable Solutions
  • Support strategy/programming 2021 and proposals development ; and support new DFC MYI in taking over management of MEAL Department

Votre profil

Education: Post graduate level in related field.

Experience:

  • Experience in a similar or senior management position in an overseas INGO environment, ideally in both emergency and longer-term contexts, including:
    • Experience in security management – preferably in conflict/post-conflict contexts and insecure environments
    • Experience in strategic planning
    • Experience in team management – preferably in complex ethnic and/or religious contexts or sensitive environments
    • Experience of budget management and donor compliance
    • Experience of external representation and relations – especially establishing strong working relationships with colleagues and partners from different functions and cultures

Past experience with SI is an asset.

Skills and knowledge:

  • Flexibility:capacity to deal with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
  • Analytical skills and strong writingskills in English
  • Organizationskills: coordination (internal and external level), rigor, ability to manage and prioritize a high workload with tight deadlines, ability to structure a base and a team

Si vous offrira les conditions suivantes

A salaried position According to experience, starting from EUR 2860 gross / per month (base salary of EUR 2600 gross / month + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 500.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI). In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package

Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

The Field Coordinator lives in a shared guesthouse with her/his international colleagues. The guesthouses are comfortable (with a large common area, private bathrooms in some rooms, AC in all rooms, TV, etc…) and a proper kitchen area in each. They are equipped with basic furniture (beds, tables, cupboards…) and mosquito nets, bed linen, towels and fans.

The office is located 5 minutes from the guesthouses by car.

Please note that the current political situation and security context is volatile, but SI monitors it daily, in order to ensure the security of all staff.

COVID19

Please note that the COVID 19 pandemic can impact the movements (flights and visa issuance).

Safety and security rules are regularly reviewed and adapted to the situation, to minimize the exposure to the COVID 19, in constant monitoring and adaptation to the context evolution. This include social distancing, teleworking and strict hygienic rules, such as regular handwashing etc.

Please note that SI strongly recommends its staff to get the vaccination against COVID 19, using WHO-approved vaccines. If possible, the vaccination should be done before departure, in order to reduce the future logistical constraints once on the field (administration of the 2nd dose within a certain time frame).
