Save the Children recruits an Accountability Coordinator  (200003GA) in Sittwe

Strengthen Accountability System and Procedures

  • Work with YGN and MEAL team and Rakhine MEAL Officers Sittwe and in collobration with  PMs and SPM to ensure MEAL plans and procedurs for all projects in Rakhine consists of relevant Accountability strategies and plans for the sector or project
  • Develop an accountability framework structure for the Rakhine office together with the Rakhine Program Team, the SPM and the Yangon MEAL team
  • Work with PMs to ensure standard accountability tools, methods and guidelines are rolled out to all programmes in the region, with support from YGN MEAL team
  • Develop indicators to monitor accountability process across the programmes
  • Provide extensive capacity building for staff and partners on concept of accountability
  • Ensure accountability plans are developed and well-coordinated with project staff.
  • Coordinate, consolidate and document lessons learned and best practices and share with  relevant stakeholders.
  • In the event of a quick onset emergency within Rakhine State, work with the response team to ensure accountability mechanisms are integrated into the response
  • Conduct Accountability and related trainings to staff and partners based on standardized materials available at central and SCI level and follow up for MEAL and programme teams as appropriate; 

Support set up and implementation of Feedback and Response Mechanism

  • Work with MEAL officers and PMs to ensure all projects in Rakhine are systematically using atleast three func​tional accountability mechanisms/FRM systems
  • Lead on field level accountability by conducting field and staff level consultations (both at camp & office level) to ensure systems remain relevant
  • Foster an environment of innovation and creativity in community participation especially child participation across all programs and be an advocate for children participation
  • Ensure technology is applied where relevant – eg: tablets, where there is clear advantages of implementing them
  • regular review and management of Feedback and Response Mechanism (FRM)
  • Ensure complaints are correctly and timely lodged into the FRM database and beneficiaries are communicated with the in a dignified manner regarding their complaints/feedback
  • Support MEAL focal points to conduct quarterly survey for Complaints Satisfaction Assessment
  • Provide FRM Report on a quarterly basis to Sittwe SMT and Yangon MEAL for dissemination
  • Ensure verification of complaints registered & ensure the timely resolution of the complaints & completion of FRM database

Ensure evidence based learning and Knowledge Management systems established and used for improvement of programme quality

  • To update FRM Online database whenever a feedback is raised by individuals or groups of beneficiaries
  • Ensure FRM data is used during weekly program meetings alongside monitoring and evaluation data
  • Establish Sittwe based Learning and Exchange platform with support of MEAL and porgramms
  • In collaboration with YGN MEAL team, facilitate and support dissemination sessions to stakeholders (including donors, communities and children) that use MEAL data
  • Contribute to Sittwe team’s understanding of beneficiary stakeholders to improve/guide programme design and adjustments when required
  • Training program staff on participatory methods ensuring child participation to inform programme design and implementation

EXPERIENCE AND SKILLS

 At least 4 years’ experience in development, humanitarian context working for NGOs or UN agencies

Technical Skills

  • Excellent knowledge of Accountability Principles, HAP and good knowledge of MEAL · Significant experience and training and capacity building in related topics.
  • experience in participatory approaches and child participation (desirable)
  • Experience in programme implementation and/or one or more of Save the Children programming technical areas (desirable)
  • Experience working in a cross-cultural context in a conflict sensitive and inclusive way · Good English communication skills, both written and verbal
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • experience of delivering training and skills sharing to do with Accountability and its importance to Programme Quality
  • Excellent Computer and mobile data collection skills (desirable)
