The intervention shall therefore focus on establishing relevant legal, regulatory and institutional frameworks aligned with the relevant EU Regulations. The anticipated effects from this intervention shall manifest in: improved enabling environment for the accelerated pace of EU-aligned cybersecurity agenda implementation in Bosnia and Herzegovina; increased security level of networks and information systems in the country and improved prevention, preparedness, reaction, and resilience to cyber incidents and threats in public, private sectors, and society as a whole; increased trust of users, organizations, and companies in using digital tools through awareness-raising.

Under the direct supervision of the Cybersecurity Project Manager and overall supervision of the Justice and Security Sector Leader, the Cybersecurity Project Associate will provide support to the implementation of the Project and successful implementation of project activities and attainment of project objectives. The Cybersecurity Project Associate will be expected to regularly coordinate project his/her activities with the other projects implemented within the Justice and Security Sector of UNDP BiH. The incumbent will be based in the UNDP BiH Office in Sarajevo.

Duties and Responsibilities

Under the overall guidance and direct supervision of Project Manager, the Project Associate will provide support to the implementation of following key functions:

Contributes to effective implementation of UNDP Cybersecurity Project:

  • Contributes to timely implementation of the activities planned within the approved Project Document/Annual Work Plan in line with the UNDP Programme and Operations Policies and Procedures (POPP), as well as best project implementation practices.
  • Compilation and design of background information for formulation of project work plans, draft annual/quarterly budgets, proposals on implementation arrangements, and drafts of quarterly project reports.
  • Monitors quality of delivery of inputs provided by the consultants, beneficiaries and contracted companies and communicates findings to the immediate supervisor.
  • Provides support in organization of external evaluation of the Projects.
  • Support to revision of results and monitoring of Project goals performance, as per the Project M&E plan and logical framework.
  • Provide the Cybersecurity Project Manager with substantive data inputs based on project experiences and monitoring of progress against set targets.
  •  Maintains timetables for the Project Board meetings and provides support to organizing and holding the meetings, including the preparation and dissemination of information and follow-up.

Support to Project Manager in financial monitoring and administrative activities: 

  • Processes all following financial transactions in the Enterprise Resource Planning (ERP) System/Quantum  in the areas of: Accounts Payable (prepares the payment requests as authorized by the Project Manager), Requisition (prepares requisition and follows the purchase orders), supports Customer/Vendor info updates, Travel module (prepares Travel requests, travel claims and expense reports), Project management (supports entry of project proposals and project budgets, supports preparation of budget revisions, monitors the funds availability and to ensure the effectiveness in payment process).
  • Supports periodic and ad-hoc financial reporting to UNDP and other parties.
  • Regularly monitors expenditures and commitments against project budget and relevant plans and provides finance-related data to support project implementation and planning.
  • Drafts various correspondence concerning finance, operations and budgetary issues as required.
  • Ensures completion of monthly leave reports and attendance records of project staff.
  • Assists in the management of all logistical support to the project.
  • Assists in the organization of workshops, training, round tables, conferences within the project.
  • Maintains the inventory of project assets/equipment and project correspondence and files.
  • Maintains all administrative, personnel and financial files and records as well as general office files.

Provide support to procurement and operational activities necessary for successfully implementing the Project activities:

  • Full compliance of projects related procurement activities with UN/UNDP rules, regulations, policies and strategies.
  • Supports the Project Manager in preparation of procurement plans for project and monitoring and   implementation of procurement activities and processes.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Coordination with UNDP’s General Services Unit regarding preparation of Purchase orders and Contracts for Services.

Continuous Business Process Quality Assurance in accordance with UNDP Rules and Regulation:

  • Facilitates business processes followed by the Project in line with the UNDP Rules and Regulations, applicable procedures and policies and the UNDP Internal Control Framework.
  • Monitors and regularly updates the Enterprise Resource Planning (ERP) System/Quantum Project repositories as well as Project Monitoring Platform and Project Risk and Issues logs ensuring that they are regularly updated with project indicators, targets and progress/results in coordination with the Project Manager.
  • Supports the Project Manager in ensuring that procurement and recruitment activities are implemented in due course and as per Procurement Plan, Recruitment Plan and in accordance with UNDP Rules and Procedures.

Support to knowledge management and gender equality:

  • Contributes to wide dissemination and visibility of project achievements.
  • Contributes to dissemination of information and knowledge management within the team for effective project implementation.
  • Contributes to maintaining the pool of projects deliverables, documents, files, equipment and materials.
  • Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail.
  • Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

Institutional Arrangement

The incumbent will work under the direct supervision of the Cybersecurity Project Manager, and overall supervision of the Justice and Security Sector Leader.

Required Skills and Experience
Education:
  • Secondary education.
  • Bachelor’s degree in Economics, Law, Political Science, Social Science, or any other related field will be considered as an advantage.
Experience:
  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant administrative project experience.
  • UN experience and experience in United Nations inter-agency work is an asset.

Languages : Fluency in English and Bosnian-Croatian-Serbian (BCS) is required.
