Job Role Responsibilities

  • Safe, efficient and on-time start-up of LDPE unit in ExxonMobil Chemical Huizhou Complex, meeting Project Objectives and Strategies.
    • SHE – uphold the set SHE standard and practices, foster the desired safety culture & behaviors, competency and leadership in the Start-Up team to ensure “Nobody Gets Hurt” and Safety is the prerequisite all the time. Report, investigate and learn from all incidents and near misses, eliminate root causes. Meet SHE and process safety targets.
    • Process Safety – identify and manage hazards and risks, ensure all the layers of protections and safe guards functioning effectively, workforce knowledgeable and competent in routine, non-routine, abnormal and emergency response operations.
    • Operation Integrity – effectively implement Operation Integrity Management System (OIMS)
    • Report to Polymer Process Department Head (Start Up Manager).
    • Planning – deliver a detailed plan for commissioning and Start-Up deliverables, steward progress to Management. Line up resource, coordinate across functions, and meet the Start-Up schedule.
    • Start-Up Preparation – ensure all pre Start-Up requirements are met, training / competency / procedures delivered on time, input to design to ensure reliable long term operation and flawless Start-Up first time.
    • Leadership – Responsible for team SSHE culture and behavior build up. Lead daily Tool Box Talks with cross functional crews during Start Up ensuring safety is before schedule.
    • Leads the activities of LDPE area which includes Process, Maintenance, Technical and Engineering (PMTE / Business Team) and is responsible and accountable for reliable & efficient operating, maintaining and optimizing plant assets. Sets objectives, prioritizes efforts, and steward team performance. Ensures appropriate resources are available to support expected performance.
    • Supervision – Responsible for team SSHE culture and behavior build up. Supervises Shift Team and day First Line Supervisors (FLS). Responsible for employee selection and personnel development. Develops future FLSs and Second Line Supervisors (e.g. Process Section Supervisor).
    • Controls – ensure high integrity standard at workplace, all controls requirements are met and the team has the right mindset.
    • Cost – prepare project cost estimate and steward to this target. After Start-Up, responsible for developing and stewarding the operating and maintenance budgets and profitability improvement plans. Owns work selection and Annual Maintenance Plan.
    • Responsible for the safe production up to design specification and reliability of the operations units.
    • Responsible for the operating assets, annual feedstock costs, fixed costs and variable costs.
    • Responsible for ongoing competitiveness and continuous improvement of unit operation at site.
    • Responsible for stewarding and meeting all business key measures within Operations Integrity and Operations excellence for the unit.

Required Skills and Knowledge

  • Experience
    -Bachelor degree or above in Chemical Engineering or related
    -Minimum 10 years work experience in Petrochemical industry with various technical and leadership role.
    -Track record of leading large multi discipline teams in major events like Green field plant commissioning and start-up, maintenance Turnaround, abnormal event management, etc.
    -LDPE plant commissioning, start-up
    -Experience in international projects, MNC or JV is an advantage.
    -Understanding of Quality Management system, Reliability systems, etc.
    -Profit Improvement & economics of the Operations
  • SHE
    -Proven field SHE leadership experience
    -Personnel Safety, Process Safety and Risk Management. E.g. Safe Operation Committee
    -Investigate incidents thoroughly & eliminate root causes
    -Adherent to high SHE and integrity standards, hold team accountability
