Role

The Data, Results and Knowledge Management Assistant Consultant will report to the DPM Data Management Specialist and work closely with the Portfolio Results Data Analyst and will support the implementation of system enhancement initiatives for both the portfolio of funded activities (FA) and Readiness Preparatory Support Programme (RPSP) with an ultimate view to enhancing GCF portfolio data governance and management. Specifically, the consultant will be involved in initiatives such as 1) the development and refinement of GCF Portfolio Performance Management System (PPMS) features and modules – in particular for the PPMS Readiness; and 2) digitization and increased connectivity of target impact data and related processes between upstream systems (i.e. integrated portfolio management system (iPMS) inter alia) and the downstream system – PPMS. In addition, under the guidance of the Portfolio Results Data Analyst, the consultant will support the launch, content development and maintenance of the Readiness Knowledge Bank (RKB), which is a platform of curated knowledge, results, and lessons gathered from the RPSP implementation.

As the PPMS is envisaged as the central system to address digitization of the data collection and reporting tools and effective capture of knowledge and lessons from the FA and RPSP grants implementation, the consultant will support all work related to the extraction and indigestion of project/programme data (e.g. project management, financial and results data) from /to PPMS to increase the data feed and connectivity. Additionally, as part of the Open Data Library and the Knowledge Bank initiatives, the Assistant Consultant will support the analysis and reporting of the data and knowledge gathered from the PPMS.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

  • Provide support to the development and implementation of online based project / portfolio performance monitoring/management tools.
  • Provide support to design and produce prototypes and test modules in the staging environment of the PPMS including enhancement of existing modules for reporting, disbursement, and knowledge capture as well as development of new modules;
  • Support the data extraction/cleaning and connection across various internal systems (iPMS, fluxx, Tableau, SharePoint etc.), offline datasets (e.g., Excel and Word) and PPMS by checking compatibility issues and data structuring requirements, and assisting to identify and address the needs of users;
  • Support the collaboration and coordination with systems developers in ICT and the system vendor with respect to testing; troubleshooting based on prioritization; and fine-tuning the PPMS functionalities;
  • Assist in responding to system support requests and technical queries from both internal and external PPMS users by investigating issues and liaising with the system vendor to resolve issues;
  • Assist in organizing internal and external consultation and training workshops for successful piloting and implementation of the PPMS modules as well as other system enhancement work; support the production of tutorial videos with demo recording as required.
  • Support data analyses and reporting on the GCF portfolio’s results and knowledge.
  • Support the development and management of GCF Knowledge Bank building on the existing knowledge products and portfolio data analytics;
  • Support the implementation of learning loops that connect takeaways from the project implementation to programming and facilitate the learning and capacity building of external stakeholders via the Knowledge Bank platform;
  • Support the cross-divisional collaboration to collect data and identify gaps in achieving the Secretariat’s strategic priorities in knowledge generation and data management strategy;
  • Contribute to the development of analytical tools and methodologies, dashboards, and data visualization that can serve both internal and external stakeholders in various platforms, e.g., PPMS, Open Data Library, and Knowledge Bank;
  • Undertake additional operational and administrative tasks as required by DPM needs and context.

Required Experience and Qualifications

  • Bachelor or Master’s (preferred) level degree in economics, public policy, political science, business administration, climate change, or other relevant disciplines;
  • Minimum one year of work experience with a master’s level degree, three years of work experience with Bachelor’s degree, or equivalent combination of relevant education and experience in the above fields;
  • Proficiency in data management and visualization tools such as Tableau, Power BI, including proven experience in producing data analyses for practical uses;
  • Strong programming skills in SQL, Python, and other relevant languages and technologies.
  • Experience with cloud-based data platforms such as Azure.
  • Strong command of software programs such as Excel, and other Microsoft Office suite products;
  • Excellent written and oral communication skills in English;
  • Good knowledge of the web-based system development for digitization of work processes preferred;
  • Ability to multitask and meet deadlines; to deliver outcomes with client-oriented perspectives; and to work independently with a minimum supervision.
