REQUEST FOR EXPRESSION OF INTEREST (REOI)

AFRICAN DEVELOPMENT BANK

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Consultant in Monitoring and Evaluation (M&E) for the African Adaptation Acceleration Program (AAAP), being implemented in partnership with the Global Centre on Adaptation (GCA).
  1. The African Development Bank Group (AfDB) and the Global Centre on Adaptation (GCA) are jointly implementing a strategic partnership program, the African Adaptation Acceleration Program (AAAP), aimed at mobilizing $25 billion to scale up and accelerate climate change adaptation actions across Africa. The program has 4 flagships, namely, (i) Climate Smart Digital Technologies for Agriculture and Food Security (Climate Smart DigitAg); (ii) African Infrastructure Resilience Accelerator (AIRA); (iii) Youth Adapt: empowering youth for entrepreneurship and job creation in climate adaptation and resilience; and (iv) Innovative Financial Initiatives for Africa (IFI).
  1. The Consultant will be primarily responsible for providing technical support role in the design, implementation and management of AAAP M&E system and provide support for reporting and learning within AfDB and ensure coordination with AAAP counterparts in the GCA office for overall smooth delivery of the program. A detailed work program will be agreed on commencement of the assignment. The specific objectives of this consultancy include the following:
  • Originate and Develop a theory of change (ToC) for the AAAP articulating the causal link between the activities, outputs, results  and outcomes and the assumptions that underpin them. Describe what success will look like and how we will know when we have achieved it.
  • Develop the AAAP results measurement framework (RMF)/Logical framework with specific, measurable, achievable, relevant and timebound indicators and associated baselines and targets, ensuring harmonization with results framework and reporting of the Bank, GCA and other donors funding the program
  • Develop a performance management plan, monitoring and evaluation plan for AAAP, in collaboration with flagship pillar leads from AfDB and GCA, with data collection tools and report outlines.
  • Support the establishment of an information management system and AAAP dashboard for timely results reporting, contribute to progress reporting and training on the system.
  1. The Climate Change and Green Growth Department (PECG) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Individual Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  1. The estimated duration of services is 6 months with possibility of renewal subject to good performance and the estimated starting date is 1 July 2021. The assignment will commence, initially, virtually, and when normalcy resumes in operations it will be based in AfDB Head Office in Abidjan, Cote D’Ivoire.

The consultancy is a monthly lumpsum contract based on the Bank’s remuneration scale and the level of experience and qualifications.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
General qualification and adequacy for the assignment to be undertaken: 25%
   
Similar experience in the area of expertise of the assignment and understanding of TORs 50%
   
Experience with the Bank and/or with multilateral donors: 10%
   
Knowledge of the region (assignment environment) 10%
   
Language proficiency 5%
