  1. The African Development Bank hereby invites Consultants to indicate their interest in the following Assignment: Development of a City Diagnostics and Action Planning Methodology for the Urban and Municipal Development Fund (UMDF).
  1. The services to be provided under the Assignment can be found in the Terms of Reference (Annex 1)
  1. The Urban and Municipal Development Fund (PICU.0) invites Consulting Firms to indicate their interest in providing the services described in the ToR. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Consultants and consulting firms must comply with the “minimizing conflicts of interest” considerations (Annex 1 to AfDB’s Independent Evaluation Policy). Please, note that interest expressed does not imply any obligation on the part of the Bank to shortlist.
  1. The estimated duration of services is six (6) months and the estimated starting date is September/October 2021.

CONSULTING SERVICES FOR THE DEVELOPMENT OF A CITY DIAGNOSTICS AND ACTION PLANNING METHODOLOGY FOR THE URBAN AND MUNICIPAL DEVELOPMENT FUND (UMDF).

  1. Background

Urban and Municipal Development Fund (UMDF)

Africa is urbanizing rapidly. The African Development Bank recognizes that cities and towns are major drivers for socio-economic development. To underscore the importance of cities, in April 2019 the Bank launched its Urban and Municipal Development Fund (UMDF), a multi-donor trust fund providing technical assistance to support municipalities. The UMDF will support African cities and municipalities to improve their resilience and better manage urban growth and development through planning, governance and quality of public services.

The Fund is structured around four main pillars that will define the UMDF’s mandate and work program: (a) improved urban planning, (b) improved project preparation (i.e., pre-investment), (c) improved governance and fiscal management, and (d) increased capacity to support integrated urban development. The UMDF is a vehicle to support achievement of the objectives of the AFDB Group in cities of the continents: inclusive growth and green growth and the High five development priorities meant to accelerate the Bank’s long-term strategy, namely to Light up and Power Africa; Feed Africa; Industrialize Africa; Integrate Africa; and Improve the Quality of Life for the People of Africa. Further, the African Development Bank Group recently approved its Guidelines for Subnational Finance with the aim of increasing transactions with subnational entities.

AfDB Cities Program

A productive, liveable, resilient, and well-governed city is a sustainable city as it offers a good quality of life to its citizens, minimizes its impact on the environment, preserves its environmental and physical assets for future generations, and thereby promotes its competitiveness. It also has a local government with the fiscal and administrative capacity to carry out its urban functions with the active participation of its citizens.

The AfDB Cities Programme represents a new approach to urban development in Africa, dealing with the most urgent challenges of the city. It uses an integrated and interdisciplinary perspective, which is necessary for identifying the path to long-term sustainability. The Cities Programme is structured and delivered through five distinct phases (see next page).

Phase 1. Analysis and Diagnostic delivering a city’s current state of affairs in regard to the three-dimension sustainability (i.e., environmental, urban, and fiscal).

Phase 2. Prioritization delivering the critical interventions that will require execution to improve the cities’ sustainability.

Phase 3. The Action Plan delivering the “blueprint” to execute the critical interventions and the potential funding sources to finance it.

Phase 4. Pre-investment and project development of at least one critical intervention per city delivering the project preparation and readiness for completion.

Phase 5. Development of an independent project implementation monitoring system to be managed by the cities’ stakeholders and reporting to AfDB project funders and other stakeholders, delivering accountability and results of the programme execution. Each phase has its own deliverable and places the city and its stakeholders (i.e., society, government, private sector, and other participants) at the centre as the clients and beneficiaries of the Cities Programme’s results.

  1. Objective of the Assignment

The objective of the assignment is to develop a consistent AfDB / UMDF City Program Methodology (working title) covering the various stages of city engagement. The Methodology shall serve both a general audience The Methodology shall be an overall guidance document on the overall program support to partner cities, individual steps and roles and responsibilities.

  1. Main activities and deliverables

The assignment as outlined above can be further broken down into three main activity streams with indicative deliverables: (i) a preparatory phase including background research and review of existing methodological inputs, (ii) the development of the methodology and guidance document, including publishing the final report and potential supporting tools (tbc), to (iii) supporting the document distribution. The Activity streams 1 and 2 are mandatory parts of the assignment, while the distribution support (in #3) is optional (please indicate if your firm can deliver, and later during the financial negotiation, at what cost).

  • Background Research, Review of existing inputs from the Program ;
  • Mobilization and Inception report conversation with client ;
  • Literature review of reference materials, especially from similar MDB Programs ;
  • Interviews / discussions with involved stakeholders ;
  • Review and analysis of existing City Program material, ToR’s, guidance notes, etc ;
  • Case studies development to highlight individual success stories or approaches that worked well (if applicable) ;
  • Lessons learned workshop (virtual) ;
  • Development of methodology and Publication ;
  • Confirmation of knowledge product objectives, format, and outline with client ;
  • Report Development ;
  • Development of tools (e.g. in excel or online-based) for direct use in applying the methodology ;
  • Graphic design (infographics, tables, etc.) ;
  • Editorial review (incl. copyediting), Layout / typesetting ;
  • Distribution ;
  • Launch event (virtual) & Distribution (e.g. incl. press releases, posts on LinkedIn) ;
  • Preparation of animated video clips or similar short digital summaries of the report ;
  • Development / conduction of short training course to use the guidance note/steps/tools (for 20-30 participants virtual) ;
  • Translation (e.g. into French / as applicable) ;
  • Printing.

  1. Administration/reporting/duration of the assignment

The client counterpart at the African Development Bank (AfDB) group is the Secretariat of the Urban and Municipal Development Fund (UMDF), represented by the UMDF Coordinator. Reporting, and coordination of outputs will be with the UMDF secretariat staff. The duration of the assignment is estimated to be six months, with certain flexibility for extension due to the still present COVID-19 pandemic.

  1. Qualifications and Experience required

We seek qualified consultancy firms that have experience in developing similar methodology guides for Multi-lateral Development Banks, ideally in the field of sustainable urban development. Demonstratable track-record in working in the sustainable urban development thematic, and African cities in particular will be considered an advantage.

Firms are free to propose their intended team structure, typically this will include a senior Team Leader, and 1-2-3 Specialists. AfDB would like to see the following qualifications represented: (i) Urban Development, (i) Subnational Finance, (iii) Knowledge Management and (iv) Stakeholder Engagement. Other qualifications are welcome, provided that a clear value proposition to the objective of the assignment can be demonstrated. The team members shall have relevant multi-year experience in the urban development and relevant experience on the African continent, and possess a Higher Education Degree to demonstrate the qualification.

  1. Remuneration

Remuneration of the consultancy would be on a lump-sum basis, subject to various installments depending on the individual negotiation and typical sequencing in-line with approved policies and processes of the Bank.
