  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : “SENIOR UNIFIED COMMUNICATION CONSULTANT”.
  1. The objectives of the consulting assignment are to :
  • Provide technical support services pertaining to Unified Communication Platforms including the Zoom Rooms, Cisco WebEx Board and Rooms, DTEN Me, Poly Videoconferencing equipment and Microsoft Teams ;
  • Provide technical support services pertaining to all the Unified Communication endpoints including mainly the IPT hard and soft phones and unified communications client software ;
  • Perform user system configurations and provide support to users of UC tools ;
  • Provide operational support to all sites in Abidjan and Country Offices ;
  • Provide support to all required works with Network, systems and security teams.

The consultant’s specific tasks will be as follows :

  • Install, configure, and support bank standard hardware and software related to Unified communications infrastructures, including smart meeting rooms, videoconferencing, telephony, streaming services ;
  • Operate and maintain the UC systems and provide related support services ;
  • Provide help to Country Offices IT officer and resolve problems regarding UC services ;
  • Ensure the adjustment, repair or replacement of defective equipment through own intervention or by returning it to suppliers for service or repair ;
  • Operate and maintain the UC equipment using the UC monitoring tools ;
  • Work together with Senior Engineers from Headquarters in order to conduct investigations and tests to circumscribe and correct problems ;
  • As a true team player, develop, enhance and put in place means aimed at enhancing the smooth functioning and the effectiveness of products, as well as the quality of services provided to both internal and external clients ;
  • Compile statistics on users’ calls pertaining to UC services through ;
  • By ensuring the Help Desk function, provide support and training to users of UC tools ;
  • Responsibility for creating and maintaining a healthy and adequate work environment ;
  • Ensure all incidents and service requests are recorded in the ITSM tool ;
  • Manage UC endpoints hardware and software configuration(s) ensuring that all standards are observed and procedures are carried out in a timely manner ;
  • Ensure that system hardware and software problems are investigated, diagnosed and resolved ;
  • As directed, carry out defined tasks associated with the planning, installation, upgrade, operation, control and maintenance of the organization’s UC equipment, utilizing the appropriate tools and test equipment ;
  • Maintain auditable records and assist in the preparation and maintenance of other documentation such as business recovery plans, particularly in the data collection and compilation / production / distribution phases of the exercise ;
  • Ensure connections of the end points to the corporate LAN as required ;
  • Provide regular feedback on UC services performance, both in general and against specific service levels ;
  • Use the available UC monitoring tools to collect statistics, model performance, and create reports, including proposals for improvement.
  1. PROFILE OF THE CONSULTANT :
  • At least Master / Engineering degree qualification in Computer Science/ telecommunications/ Networks ;
  • A highly competent and result-oriented individual with more than 5 years of experience supporting companies such as Financial Institutions and Telecom Operators in the IT/Telecom industry ;
  • Proven experience in solution deployment and operations related with VoIP and Telecommunications projects ;
  • Applied skills at IP Telephony & Voice: SIP, H323, SBC, Cisco Call manger, Cisco WebEx, Zoom, MS Skype for Business, MS Teams, Poly Videoconferencing equipment, and Poly IP-Phones ;
  • Working knowledge of Network access methods including E1/ISDN, STM-1, VSAT, WiMax, MPLS and ISDN ;
  • Experience/Knowledge of configuration & Change Management, implementation of complex VoIP network designs and solutions for medium to large sized establishments, enterprise or Service Provider networks ;
  • Working knowledge of Windows/Linux Operating Systems/ and Python Programming language ;
  • Strong computer skills and ability to use standard technology packages and Bank’s standard software (word, excel, outlook, PowerPoint, MS Projects etc) ;
  • Solid understanding of advanced IT/Telecom and strong analytical and problem-solving skills ;
  • Ability to communicate and write effectively in English or French and excellent verbal and written communication skills with the ability to effectively interact with all stakeholders, including senior leadership ;
  • History of balancing multiple priorities simultaneously with the ability to adapt to the changing needs of the business while meeting deadlines
  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is twelve (12) months and the estimated starting date is 04 January 2021 ;

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

i. Level of education in general 20%
ii. Educational level compared to the field of mission 20%
iii. Years of experience in general 20%
iv. Number of years of experience relevant to the mission 40%
