RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO SUPPORT POLICY ANALYSIS IN THE AREAS OF TVET, HIGHER EDUCATION AND DIGITAL SKILLS

 

  1. Expressions of interests are being requested for a Policy Analysis Consultant Position, within the Human Capital, Youth and Skills Development Department, and the Education and Skills Division (AHHD1) ;
  1. Brief description of the assignment: The position is situated within the Education and Skills Division (AHHD.1) of the Human Capital, Youth and Skills Development Department (AHHD). This division focuses on transforming education systems in Africa through the knowledge building, investments in Science, Technology and Innovation (STI), transformation of education systems including Technical Vocational and Education Training (TVET) and investing in education and training that matches skills of today and tomorrow’s job markets. The consultant will support the development of various knowledge products (research studies, strategies, etc…) and support business development and the implementation the Education and Skills agenda within the Bank’s Regional Member Countries ;
  1. The consultant will particularly support the Technical Vocation Education Training (TVET) mapping study to enhance skills linkages the productive sectors in Africa which will document and profile the status of TVET in Africa with a specific focus on TVET investments, projects, stakeholders, role of the private sector, good practices, and lessons learnt to enhance its contribution to the economic transformation of Africa. The findings of the mapping exercise will inform the African Development Bank’s investments in Regional Member Countries and Regional Economic Communities for enhanced integration of TVET as a critical sector of human capital development in Africa ;
  1. Additionally, the consultant will support Coding for Employment flagship program1 with monitoring and evaluation of ongoing activities across its pilot countries (not limited to but including: Nigeria, Kenya, Rwanda, Senegal and Cote d’Ivoire). The consultant will also assist in collating knowledge/insights garnered from the program implementation (in addition to relevant market insights/research) to inform business development products, and relevant knowledge materials, etc ;

  1. The services to be provided under the assignment are centered on the delivery of the following components :
  • Coordinate partnership engagement and maintain excellent working relationships with partner organizations ;
  • Provide support for analytical inputs, assessment and the coordination of the study. This will include technical support in the day-to-day communications needs and liaising with country/regional offices and relevant task managers to ensure coherence of data collection and access to target respondents and stakeholders in the countries of interest ;
  • Develop a knowledge management system and repository for relevant internal TVET projects and knowledge works from partners ;
  • Take stock of international organizations’ strategies and best practices with regards to TVET investments and linking TVET graduates to decent employment in productive sectors ;
  • Support the planning and implementation of five regional validation workshops and one global dissemination event and ensure effective communication and outreach to relevant stakeholders ;
  • Conduct research and analysis and develop a Digital Skills Blueprint knowledge product to inform the Bank’s business development and investment in digital skills development ;
  • Collect and analyze data and perform regular monitoring and evaluation of the Division’s program’s and initiatives in digital skills development and higher education to determine insights and document lessons learnt for policy dialogue, public advocacy and future programming ;
  • Contribute to the preparation of briefs, statements and knowledge works in the areas of TVET, higher education and digital skills development ;
  • Support Coding for Employment flagship program in research and development activities, especially the ongoing development of a “Digital Skills Blueprint” knowledge product to inform the Bank’s business development and investment in digital skills development ;
  • Support the Coding for Employment flagship program in Monitoring and Evaluation as well as collating key learnings to inform business development/scaling of the program across the continent.
  1. The Human Capital and Skills Development Department (AHHD) invites individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (CV, documents reference to similar services, experience in similar assignments, etc). The ability to work in both English and French will be a strong asset ;
  2. The eligibility criteria and the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The duration of services is 12 months and the estimated starting date is November 15th, 2020 ;

  1. Remuneration : The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience ;

For the EOI to be considered, the consultant needs to be a citizen of a member country of the AfDB and also be registered on the AfDB DACON Consultant Database and should provide the registration code.

  1. Establishment of the Short List: A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume for a final selection :
