Establishment of the Shortlist: A shortlist of six individual consultants will be established at the end the request of expressions of interest, whereby the applicants will be judged on the following criteria:

  • General qualification and suitability for the assignment (30%)
  • Experience related to the assignment (40%)
  • Experience with international development agencies or commercial banks (20%)
  • Language capacity (5%)
  • Experience in the region (5%)

Terms of Reference for the recruitment of a Consultant in Treasury Department

  1. Introduction / Background

The African Development Bank (“AfDB”) is a regional multilateral development bank whose shareholders include the 54 countries in Africa and 27 non-African countries from the Americas, Asia and Europe. The Bank was established in 1964 with its headquarters in Abidjan Cote d’Ivoire. The Bank’s primary objective is to promote the economic development and social progress of its regional member countries, individually and jointly. The central goal of the Bank’s activities is promoting sustainable growth and reducing poverty in Africa. The Bank thus finances a broad range of development projects and programs.

The AfDB provides financial assistance to its member countries using resources primarily raised in the capital markets. One of the key objectives of the Treasury Department is to support the Bank’s development mandate by raising cost effective resources from the capital markets. The Treasury Department strives to ensure timely access to the major capital markets for primary debt and takes all necessary measures to increase investor awareness of its financial condition so as to enhance its new issuance and secondary trading activities. The Bank is rated triple A by the major rating agencies which it relies on to raise cost effective resources from capital markets. The Bank’s high credit rating is underpinned by conservative prudential financial policies such as maintaining substantial holdings of liquid assets.

  1. Objectives of the Assignment

The Treasury Department is looking for a senior-level consultant that will support and accomplish a series of assignments related to the Treasury IT systems and applications. The consultant will work under the guidance of the IT coordinator of Treasury Department and the treasury management team.

  1. Main activities and deliverables

The assignments are of the following nature:

TREASURY OPERATIONS:

  • Triparty trades
  • Development an interface between Summit and triOptima a web-based application for the uploading of collateral movements from triOptima to Summit.
  • Payment dashboard, Automate the upload the status the payment/confirmation (MT900/MT910 and MT320/300/600) on the intraday Cashflow report to detect and investigate exceptions timely
  • FITR 3 :
  • Amendment of Summit SDL for generating SWIFT messages:
  • MT600/MT604/MT605 for gold swap
  • MT527 for triParty repo trades
  • MT320/MT300 for FX and money market trades
  • MT103/MT202 for non-banking customer
  • Automate the generation of Nostro transfers from Summit through deal payments in order to transfer the net proceeds of bond purchase or sale to or from Nostro Bank.
  • Affirmation of OTC derivative transactions
  • Intraday cashflow report enhancement for back office.
  • ad-hoc request.

TREASURY INVESTMENT:

  • Master Fund: duplicate SWIFT messages for transactions on company
  • “Master Fund” to be sent to CACEIS; create subscription/redemption SWIFT messages for transactions on security “Master Fund” according to CACEIS specifications
  • Bugs fixing on some tools and reports
  • Ad-hoc request can be added

  1. Administration/reporting

The consultant will report to the IT coordinator for Treasury Department and to the Treasury Management

  1. Duration of the assignment

The estimated duration of services is 6 months renewable.

  1. Qualifications and Experience required

The Consultant should possess strong knowledge in computer science and information technology.

Eligibility criteria for the recruitment are:

  • Minimum of a Master’s Degree in Computer science or in a related discipline;
  • Minimum 7+ years of Programmer/ AnalystExperience with strong C/ C++ Development skills, OOPS Design
  • Good knowledge and experience on latest Summit FT Architecture on V6 and above, PERL scripting essential.
  • Good with Software Development Life Cycle (SDLC) skills application-development skills on Summit FT, MetaData, API, STP, STK, RDBMS, SQL, basic knowledge of Banking-Business preferable.
  • Good working knowledge on Unix and Windows environments
  • Experience in Summit Modules: Documentation SDL, Accounting, Risk Management, Trade Processing, STP, Payments and Settlements
  • Should be able to do technical design of new solutions applying current software design techniques
  • Decompose design into development plan tasks and provide accurate estimation of effort
  • Ability to communicate and write effectively in French and/or English, with a working knowledge of the other language;
  • Good team worker with excellent analytical, problem solving, time management and communication skills both written and verbal.

  1. Remuneration

Remuneration of the consultant will be a function of the consultant’s experience in accordance with procurement guidelines.
