Purpose of consultancy

The main objective of the consultancy is to assist in repositioning targeted country offices and the regional office with support on resource mobilization priorities including packaging of EMR strategic approaches, developing resource mobilization proposals, attractive investment plans/cases for WHO WCOs, tapping into new donors, etc.

Background  

The Regional Resource Mobilization Strategy was developed based on the Global Resource Mobilization Strategy, GPW 13, EMR vision 2023, as well as existing and future donor trends. The strategy is a living document and will continue to be updated according to global priorities.

Having a dedicated RM team in EMRO, the regional office is expected to be better supported to respond to the needs of EMR populations and fulfil the organization’s mandate, stemming from the belief that the regional office (RO) is suited to the region given geographical, political, and cultural proximity to the populations it serves.

With EMR witnessing a high level of fragile, conflict and vulnerable countries (around 54% fragile countries), the role of the WCOs in the EMR is not fully normative in nature. In a number of these WCOs there is a need to fund raise and the region needs supportive capacity to develop results-oriented proposals outlining what its measuring.

There is a need to package the 7 regional priorities and leverage our value proposition based on the regional resolutions that were agreed upon by the member states then use them as a driving force for future partnerships and resource mobilization efforts.

Educational Qualifications:

Essential: Master’s degree in public health, health financing, health economics, management, economics, or international relations or related field from an accredited/recognized institute.

Skills / Technical skills and knowledge:

  • Well-developed understanding of donor requirements and expectations
  • Clear understanding of the resource mobilization process.
  • Experience of WHO or UN system
  • Demonstrated ability to plan and implement work, and to communicate ideas effectively.

Languages

Essential: Excellent knowledge of English.

Desirable: Working knowledge of Arabic would be an asset.
