Background of the Project

The Advancing Climate Smart Aquaculture Technologies (ACliSAT) is a three-year project (extended for additional one year) funded by IFAD and led by WorldFish. ACLiSAT aims to achieve economically vibrant and climate smart sustainable increase in fish production and productivity for food security, nutrition, income generation and livelihood improvement in the three countries (Egypt, Eritrea and Ethiopia). The project partners in the three countries are; The Central Laboratory for Aquaculture Research (CLAR) (in Egypt); the Ministry of Marine Recourses (MMR) (in Eritrea); School of Fisheries and Wildlife at Bahir Dar University (BDU) (in Ethiopia). The climate smart culture system tested through the project includes; the In Pond Raceway System (IPRS); the Integrated Aquaculture-Agriculture practices (IAA) in open area; the Aquaponic; and small scale cages.

ACLiSAT project started in May 2019 and will come to the end by 30th of June 2023. The activities conducted by CLAR and WorldFish during the project include and not limited to testing and demonstrating of efficient water culture systems, promote best practices of fish feed formulation and management, improved strain, testing and promote best practices of genetically improved seed utilization and post-harvest handling of fish and fish drying. ACliSAT conducted a base line study during 2020. The details/reports of the CLAR activities, the baseline study and the project result framework are available on request.

The project objectives are to:

  • Increase productivity through development and adoption of efficient water-usage and cost- effective systems such as the Improved Pond Raceway System for arid areas and other water-deficient conditions.
  • Lower production costs of fish farms through improved fish feed formulation and feeding practices;
  • Enhance knowledge and skills on aquaculture technologies among fish farmers, national research institutions, extension agencies and other service providers and
  • Enhance positive nutrition impacts of targeted households through increased fish consumption campaigns and improved post-harvest practices.

Study Objective

It is recognized that a proper scaling strategy and action plan is required to achieve the project impact. Thus, WorldFish intends to hire a consultant to identify opportunities and design the scaling up work activities to be implemented built on the interventions of ACliSAT project in Ethiopia during the last period. The consultant will work in coordination with project focal in CLAR and WorldFish. Specific objectives of the study are as follows:

  • To identify current status of climate smart aquaculture, constraints and future opportunities in Egypt.
  • To recommend scaling strategy for climate smart aquaculture systems.
  • Review of ACliSAT project progress against baseline.
  • Review project achievement against result framework indicators
  • Write project completion report (donor report) based on partners and consultant reports for progress achieved in Ethiopia and Eritrea.

Scope of Work

The consultant will be responsible for :

  • Identify opportunities for developing climate smart aquaculture systems.
  • Design scaling up strategy for climate smart aquaculture in Egypt
  • To report on ACliSAT achievements using Result framework indicators against the baseline
  • Present preliminary findings to partners and stakeholders.
  • Submit a report of project progress in national level.
  • Write the project completion report (using donor report template) based on partners and consultant reports for progress achieved in the project three countries.

Requirements

The consultant should have an advanced degree in aquaculture, fisheries and/or agricultural economics with background in fisheries and/or aquaculture. In addition, the consultant should demonstrate :

  • Demonstrated Experience in aquaculture economics, marketing, and post-harvest research is preferable.
  • Demonstrate good understanding of aquaculture in Egypt is important.
  • Experience in developing climate smart project designs.
  • Experience managing and delivering on studies in a timely manner.
  • Strong data management and analysis.
  • Demonstrate report-writing experience is important.

Location and Duration:

  • This consultancy duration is 6 weeks and work will be carried out between June and August 2023.
  • Only shortlisted candidates will be invited for virtual interviews by early June 2023.
  • The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal.
