  1. The Arab Republic of Egypt has received financing from the African Development Bank and the African Development Fund (As Administrator of the RWSS Trust Fund) toward the cost of the “INTEGRATED RURAL SANITATION IN UPPER EGYPT (IRSUE-LUXOR)” and intends to apply part of the agreed amount for this grant to payments under the contract for External Auditor.
  1. The IRSUE-Luxor is a Results-based-financing program articulated around two areas of results as follows: (i) Increasing access to integrated and improved sanitation system; (ii) Building capacities for improved operational system and practices of LWSC. The IRSUE-Luxor is targeting 10 main villages and their satellites in two main Districts: (i) Esna; and (ii) Esna-East & El-Tod covering at least 22,000 new household connections.
  2. The objective of the assignment as follows: –
  3. To obtain reasonable assurance as to whether the financial statements as a whole are free from material misstatement, whether due to fraud or error. The conduct of an audit allows the auditor to express an opinion on whether the financial statements are prepared in all material respects, the Project funds have been used for their intended purposes and in accordance with the provisions of the Loan/Grant Agreement(s), in accordance with an applicable financial reporting framework.
  4. To provide reasonable assurance that the project books of accounts provide the basis for preparation of the Project Financial Statements (PFSs) by the Project/Program Implementing Unit (PIU) and are established to reflect the financial transactions in respect of the project and that the PIU maintained adequate internal controls and supporting documentation for transactions.
  5. To obtain reasonable assurance about the achievement of project/program objectives by matching project/programs physical outputs and achievements to funds disbursed and the timing of the flows. The project/program technical report provides sufficient information and data to enable users to fully appreciate project/program achievements; and
  6. To report on the financial statements and communicate as required by auditing standards in accordance with the auditor’s findings.
  7. The total estimated duration of the consultancy services is three years with an expected commencement date in May 2023. The MHUUC currently invites eligible Reputable Consulting Firms “Consultants” to indicate their interest in providing the services. The Consultants may associate with other firms in the form of a joint venture to enhance their qualifications
  1. Submission Requirements: In order to assess the capability and experience of the firm, MHUUC will consider the following qualification criteria based on the evidence provided in the written submissions of the interested firms
  • Company/joint venture of firms’ profile, organization, and staffing (max. 2-4 pages) and a copy of legal registration and licenses from a national or regional professional Accountancy Body.
  • At least two contracts in similar assignments successfully completed in accounting and auditing of development project/programs, especially donor-funded operations in the last ten years preferably in the MENA Region, including information on consultancy contract/s value, name of Client, project location/country, duration (mm/yy to mm/yy).
  • The key audit team will comprise, at least:
  • Audit Manager: Professional Accountant (CA, ACCA, CPA, Expert Compatible, etc.) with a minimum of 10 years post qualification experience of which 5 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs.
  • Audit Supervisor: Professional Accountant (CA, ACCA, CPA, etc.) with a minimum of 5 years post qualification experience of which 3 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs.
  • Audit Senior: Partly qualified Accountant with a minimum of 3 years working experience in an audit firm, of which 2 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs.
  • Technical Audit senior: Where necessary, a technically qualified professional in the field of expertise with a minimum of 5 years working experience in the relevant sector. Experience in the audit of multilateral donor-funded project/programs or the conduct of technical audits will be an added advantage.
  • Procurement Auditor: Where necessary, a certified procurement professional (CIPS or its equivalent), with a minimum of 5 years working experience in the conduct of procurement audits and/or execution of procurement activities in multilateral donor-funded project/programs.
