Work to be performed

  The consultant is expected to support the following:

  1. Country Specific / Regional Office Technical Departments priority support for development of resource mobilization proposals:

This includes but is not limited to the following priorities:

  • Iran: Development of proposals, and guidance on the RM aspects of the country functional review.
  • Pakistan: Development of proposals, and capacity building.
  • Jordan: developing proposals for PHC support for refugees funded by EU.
  • Financial Intermediary Fund (FIF) for Pandemic response.
  • Investment strategy/plans for EIB support to Egypt, Morocco and Jordan.
  • Any other priorities.

The number of expected priority proposals will be dependent on the number of requests by WCOs / Regional Office Technical Departments and the number, size and scope of proposals that can be developed within the timeframe of the consultancy.

  2. Supporting WHO country offices on the development of resource mobilization Partnership Engagement resource mobilization strategy (PERMS) and investment cases:

  1. Iraq: support development of resource mobilization plans.
  2. Support priority country offices on the development of investment cases.

3. Packaging strategic approaches / development of value propositions for the regional office technical departments, based on the RC 7 priorities endorsed by members states.

     4. Capacity building and giving guidance on how to develop results-based / oriented proposals.

    5. Advise on new donors that can be approached and expand cooperation with existing donors (e.g. Japan, Chinese, Asian Development Bank) and working on developing South-South cooperation. The consultant is expected to be engaged with the donors during the process.

     6. Development of multi-country and cross-border proposals.

Noteworthy to mention the following:

  1. Proposal development will involve development of draft proposals, updating and finalizing based on inputs and feedback from WCO, RO, donors, etc.;
  2. Proposals need to incorporate into them thematic areas of interest by donors including gender, disability, inclusivity, health and climate.

Educational

Essential: Master’s degree in public health, health financing, health economics, management, economics, or international relations or related field from an accredited/recognized institute.

Experience

Essential: At least seven years’ related experience, at the international level in resource mobilization, donor relations, proposal writing.

Proven track record in developing investment plans for mobilizing resources from donors

Desirable: Prior working experience with WHO or understanding of WHO mandate and goals.

Skills / Technical skills and knowledge :

  • Well-developed understanding of donor requirements and expectations;
  • Clear understanding of the resource mobilization process;
  • Experience of WHO or UN system;
  • Demonstrated ability to plan and implement work, and to communicate ideas effectively.

Languages :

Essential: Excellent knowledge of English;

Desirable: Working knowledge of Arabic would be an asset.
